Job Title: Deepwater Lifting Authority Coordinator
Schedule: 14/14 Rotation
Crew Change Location: Houma, LA.
Introduction:
The Lifting Authority Coordinator is responsible for ensuring safe and efficient operations are conducted at all levels of operation and management. Lifting Authority Coordinators shall be approved by the Client Lifting and Rigging Manager.
Pre-Requisite:
- Must have knowledge and experience of all aspects of lifting and rigging, has completed API rigging training and is competent to ensure full compliance to Company Offshore Crane Lifting/Rigging Procedure Document No: GOM-MS0602-APC-POL-00016.
- Must complete the following training by a Client-approved training Company:
- STA460 Understanding Client Lifting and Rigging Procedures taught at Seatrax training facility or offshore.
- T200 API Rigging Course taught at Seatrax Training Facility.
- STA550 Lifting Authority Coordinator Course taught at Seatrax Training Facility.
- Must have knowledge of practical and theoretical testing. Competency shall be evaluated through a closed-book test. Qualified candidates must pass with 80% scoring.
Roles and Responsibilities:
- Prepares the lift plan and conducts a risk assessment of the plan for all lifts. The Person-in-Charge (PIC) or Lifting Equipment Operator may serve as lifting authority if they have the proper qualifications.
- Confirms that all lifting equipment has current and proper certifications.
- Ensures that the original equipment manufacturer (OEM) provides load charts for the specific configurations used on the facility.
- Ensures that a process is in place at their facility to make sure all fixed lifting equipment is properly maintained and operated in accordance with this procedure and manufacturer’s recommended practices.
- Ensures that a process is in place at the facility for the proper inspection, inventory, and proper designated storage of all lifting gear.
- Ensures that a register of all lifting gear is maintained on site at the facility, along with all certification and inspection records.
- Maintains the color-coding system for all lifting equipment.
- Ensures a documentation system is in place for all lift plans.
- Lifting Authority Coordinator, Crane Operator, and Riggers shall work together as a team to develop the lift plan load charts, which shall be verified by both the Lifting Authority and Crane Operator prior to lift plan sign-off and execution of the lift.
- Lifting Authority MUST be trained and understand crane load charts fully, as well as understand all parts of the line and what line pull means regarding load chart calculations.
Summary:
- Lifting Authority Coordinator shall ensure there is clear communication between the Crane Operator and rigging personnel, as well as clear communication with other discipline supervision involved with the lift activity.
- Lifting Authority Coordinator shall be the Point of Contract for all day-to-day lifting and rigging. They shall meet and coordinate with the OIM or their designee along with facility supervisors on daily basis.
- Lifting Authority Coordinator shall be able to determine the type of lift and when required collect all the relevant information for heavy and critical lifts to submit to the Client Lifting and Rigging Manager for the development of the lift plan.
- Lifting Authority Coordinator shall ensure all lift plans are prepared for the start of the working day, be present at Toolbox Talks prior to lifts and be present at all heavy and critical lifts.
- All lift plans MUST be reviewed, discussed and signed-off prior to lifting. All signed-off lift plans shall be kept on file.
- A post lift job meeting with lessons learned shall be carried out with all personnel involved. Information on lessons learned shall be captured and the post lift job meeting recorded, both are to be kept on file.
