JOB TITLE: Proposal Writer Operations and Maintenance (Remote)
SUMMARY: This position supports strategic business development within the Operation and Maintenance (O&M) service line. It requires a high level of maturity, advanced writing skills, and the ability to work in a collaborative, team environment.
Primary Requirements (This position is eligible to telework in the US.)
DUTIES AND RESPONSIBILITIES:
- Provide effective proposal management and high-quality proposal writing on large, complex, Federal/DoD proposals.
- Serve in a critical, “hands on” role as part of a dynamic team ensuring that viable, timely, winning proposals are delivered.
- Team collaboration across several time zones (East Coast to Hawaii).
- Assist with tracking opportunities, working with capture teams, and updating the opportunity database.
- Lead kick-off, status, and color team meetings.
- Analyze and deconstruct RFP requirements against the proposal outline to ensure compliance and responsiveness.
- Build the proposal compliance cross-reference to track the fulfillment of all proposal requirements.
- Create proposal outlines and detailed storyboards that are compliant with instructions and evaluation criteria.
- Develop comprehensive proposal directives to itemize tasks for proposal, schedules, assignments, and requirements.
- Coordinate and direct all proposal efforts and proposal team personnel.
- Participate in the development and review of proposal strategies and themes.
- Complete Pro Forma documents (e.g., SF1442, SF30, Representations & Certifications).
- Assemble and facilitate color team document reviews (Pink Team, Red Team, Green Team, Gold Team, and White Glove).
- Spearhead final proposal production steps (e.g., editing, formatting, QC checks, printing, shipping, confirming delivery).
Skills and Qualifications:
- Minimum 15 years' experience supporting Department of Defense program requirements and familiarity with military acronyms and contract jargon
- Bachelor’s Degree required (engineering, sciences, business administration, technical writing, or related field)
- Minimum of 10 years’ experience in successful, large-scale Federal/DoD IDIQ proposal management and writing
- Shipley Trained or equivalent, required
- Association of Proposal Management Professionals (APMP) Certified or equivalent, desired
- Experience managing and writing Operations & Maintenance (O&M) DoD proposals
- Proven ability to prioritize and balance multiple, sometimes changing priorities
- Must be able to work efficiently and rapidly with the ability to change direction to meet quick turn-around deliverables
- Proven ability to communicate effectively
