JOB SUMMARY:
Screens new housing applicants for eligibility and assigns housing units based on household composition, income and other factors based on established guidelines under HUD and GDPM rules and regulations.
ESSENTIAL JOB FUNCTIONS:
Under the general supervision of the Eligibility Supervisor, this position is responsible for:
1. Interviews and screens new Public Housing/HCV applicants and verifies information provided in order to accurately determine eligibility for Public Housing.
2. Conducts orientations and briefings for applicants.
3. Ensure all new applicants are entered into system within 24 hours after applying.
4. Maintains accurate records of applicants and occupied housing units.
5. Maintains and updates transfer list.
6. Pulls clients from waitlist management, verifies preferences of applicant.
7. Assures that applicable local, state and federal laws, HUD and GDPM public housing policies and regulations are followed at all times.
8. Prepares ineligible letters to clients and mails. Schedules informal reviews and prepares files for reviews.
9. Assures that applicants and residents are served in a timely manner.
10. Addresses and appropriately resolves client concerns.
11. Represents the Authority in contacts and coordination of services with various social service agencies.
12. Performs general office duties.
13. Performs other tasks as directed by the Eligibility Supervisor.
SUPERVISORY RESPONSIBILITIES:
None.
WORK ENVIRONMENT:
Typical office environment, with minimal exposure to excessive noise or adverse environmental issues.
QUALIFICATIONS AND REQUIREMENTS:
The incumbent must:
1. Have a minimum of an Associate’s degree from an accredited institution in Social Work, Sociology, or Public Administration plus one to three years experience in a structured office environment or public or Section 8 housing administration.
2. Hold (or obtain) Rent Calculation Certification.
3. Hold (or obtain) and maintain knowledge of Department of Housing and Urban Development (HUD) policies and procedures and other applicable local, state and federal laws and regulations.
4. Hold a valid Ohio driver’s license.
5. Have proficiency in Microsoft Office applications.
6. Be able to communicate clearly and precisely, both orally and in writing.
7. Be able to meet the following physical requirements with or without reasonable accommodation:
a. Use hands to manipulate, handle, feel and control items or equipment;
b. Talk and hear;
c. See and be able to read, write and interpret text, spreadsheets and graphical documents;
d. Occasionally lift and move objects weighing up to 25 pounds.
