Job Summary
Under minimal supervision, provides the leadership and direction for the use of existing applications systems ensuring support of the company's business objectives and requirements. Interacts with the Managed Care Executive Director and Senior Management Staff fostering an open and collaborative style of communication and leadership. Assists with development and implementation plans for meeting all software application needs of the organization. Maintains a high level of service on production systems while anticipating future requirements, trends, and changes to ensure high level of customer satisfaction. The incumbent will be hands on and responsible for the functionality, procedures, processes, and overall quality of each application, as well as the efforts and career development of application support personnel. The incumbent will have extensive interface with all functional areas as well as Product Managers and existing vendors in order to ensure timely and quality systems.
Responsibilities
1. Manages the activities of employees within their team and sets expectations for completing project/work assignments, provides direct reports with the resources, tools and training they require to meet the expected performance levels.
2. Assesses staffing and skills requirements, establishes professional development & training plans, and sets goals and expectations for team members.
3. Participates in hiring of new employees, and ensures training for new employees.
4. Reviews provisions for staff development and training.
5. Ensures all company and department specific orientation and competency validation guidelines are followed before start of work assignments.
6. Maintains an adequate dialogue with direct reports to ensure that everyone understands the strategic and operational direction of the Managed Care IS department.
7. Provides continuing feedback on direct reports performance and makes recommendations for improvement.
8. Monitors, evaluates, appraises or disciplines employee’s activities according to DHHA standards.
9. Ensures each employee receives their annual performance appraisal as prescribed by DHHA and departmental standards.
10. Fosters and maintains an expectation for excellence in Customer Service.
11. Directs, organizes & controls the planning and resourcing for support and maintenance of the Denver Health Managed Care software systems.
12. Understands and is fluent in the language of Denver Health users.
13. Interacts with Managed Care management and staff on IS needs and projects.
14. Oversees project work related to their specific application groups ensuring that business goals are met, issues are resolved in a timely manner and standard project management practices are followed.
15. Mentors and acts as a role model for continuous improvement approach utilizing Lean methodologies; identifies actual/potential problems; utilizes innovative problem solving techniques; exhibits commitment to problem resolution and provides follow-up.
16. Develops and maintains working relationships with vendors.
17. Works with vendors to augment DH staff for large projects and help negotiate competitive professional service rates.
18. Supports and provides leadership for other IS initiatives and assigned special projects.

Education
1. Bachelor’s degree required. Concentration in Information Systems, Business or Healthcare related field preferred.
Experience
1. Seven years’ experience in Information Systems required. Experience maintaining or implementing software applications in a medium to large Health Insurance environment or Application Support at an enterprise system level preferred.
2. Two years’ experience in a Lead or Supervisory role managing technical staff required.

1. Ability to standardize processes and procedures with solid communication skills.
2. Ability to provide information to supervisors and co-workers by telephone, in written form, e-mail, or in person.
3. Ability to stay up-to-date technically and apply new knowledge to the job.
4. Ability to hire, train and evaluate employees and discipline when necessary.
Computers and Technology
1. Technical understanding of various software technologies, tools and platforms.
2. Knowledge of specific Health Insurance industry IT applications is preferred. Skills in compiling, coding, categorizing, calculating, tabulating, auditing, or verifying information or data.
3. Computer skills preferred.

1. This position will be responsible for, but not limited to, hiring, terminating, performance management, coaching, supervision, fostering teamwork, training and development of one or more employees.
