Initial Posting Date: 09/09/2022 Application Deadline: 09/22/2022 Agency: Department of Corrections Salary Range: 5,875.00 - 9,264.00 Position Type: Employee Position Title: Operations and Policy Analyst 3 (Classification Manager)- Salem (DOC/BOPPPS/OCE ONLY) Job Description: The Oregon Department of Corrections is actively recruiting to fill an Operations and Policy Analyst 3 (Classification Manager) vacancy. This position has been approved for Telework, hybrid, or in-person work located at the agency headquarters and will be required to attend in-person meetings with short notice at headquarters in Salem. Statewide travel, including overnight, will be required to all enter all DOC facilities to interview Adults in Custody. You MUST be a current, permanent employee of the Oregon Department of Corrections, Oregon Corrections Enterprise, or Board of Parole to apply. WHAT DOES THIS POSITION DO? The purpose of this position is to provide central office planning, policy development, coordination, and evaluation of a variety of population management and case management systems utilized by the department. This position is involved with decision-making that impacts DOC liability, policy implementation and major resource allocations related to the initiatives assigned to and developed by the unit. This position provides critical management support and is crucial in designing an effective AIC housing system plan which facilitates a safe, productive transition from intake to the community, and for strategically placing the AICs in the right bed at the right time. These systems utilized by the department are the infrastructure in for managing AIC populations and directly impacts the safety of AICs, staff and the public. These program systems have statewide impact and agency operational fiscal impact on multiple stakeholders, including the Legislature and other DOC partnerships with a direct public interest and concern for staff, AIC and public safety. This position is part of the infrastructure of the population management office and ensures the department’s AIC classification systems are effectively integrated, objective, and research based, and that staff are properly trained in their use. The systems managed by this position are utilized department wide for over 12,000 AICs to maintain the safety, security and orderly operation of DOC facilities. This position routinely measures system performance, designs and conducts quality assurance reviews, develops and modifies administrative rules, policies, and procedures that support the implementation of classification systems into the overall population management of the department. This position also performs administrative reviews of classification and prison term modification actions. The position works daily with institution division managers and other department managers to ensure consistent management of population systems and to manage system-wide capacity issues. This position provides short- and long-term planning for DOC operational impacts to internal and external classification systems and overall capacity management. Incumbent works collaboratively with other agencies, and external and internal stakeholders. What are the Qualifications? Your application will be reviewed to verify that you have: A Bachelor's Degree in Business or Public Administration, Behavioral or Social Sciences, Finance, Political Science, or any degree demonstrating the capacity for the knowledge and skills; and four years professional-level evaluative, analytical, and planning work; OR Any combination of experience and education equivalent to seven years of experience that typically supports the knowledge and skills for the classification.
