As a Criminal Intelligence Analyst (Research Analyst 3) with the Oregon Department of Justice, Criminal Justice Division, you will work closely with law enforcement and public safety agencies to consistently compile, evaluate, collate, analyze information, and ensure effectiveness for our state’s Fusion Center! The Fusion Center is a component of the Oregon Analytical & Criminal Investigative Services Section (ACISS) that is responsible for providing law enforcement agencies with tactical and strategic intelligence research and analysis and operational technical support. The analytical component is entrusted with detailed law enforcement sensitive information relating to ongoing criminal investigation, which requires maintaining the highest level of security and confidentiality. DUTIES AND RESPONSIBILITIES You’ll be entrusted to: Coordinate state-wide Fusion Liaison Officer (FLO) Program, providing agency heads with all FLO related information, and instituting standards. Ensure operational effectiveness and efficiency, and compliance with department, state, and federal rules, procedures and laws governing criminal intelligence and other classified law enforcement information. Collect, gather, and evaluate criminal intelligence information from law enforcement agencies and other sources as needed for completion of assigned intelligence projects. Compile information into a logical form and graphically link specific intelligence information relating to associations of individuals, organizations, events, vehicles, addresses and social media and other information system based. Maintain and query databases, spreadsheets, and automated computer programs as needed or required to perform analytical duties. Establish and maintain liaison activity with law enforcement and intelligence units on the international, federal, state, and local levels. Present oral and/or written briefings on criminal analysis of terrorism or criminal activity; develop visual graphs and charts to support findings. Give testimony at administrative hearings, in courts of law, and before grand juries. Provide training to law enforcement agencies and other analysts on new and existing or terrorism and criminal related analytical techniques, procedures, and processes. REQUIRED EXPERIENCE AND SPECIAL REQUIREMENTS A Bachelor's Degree in any discipline that included six-quarter units in statistics or quantitative analysis methods and procedures, and one-year experience using computerized applications to independently gather, compile, and analyze data and prepare narrative or statistical reports; OR Four years of research experience using computerized applications to independently gather, compile, and analyze data and prepare narrative or statistical reports. Must able to maintain a DHS sponsored/provided SECRET security clearance. Finalists must be U.S. Citizens and will be subject to a computerized Criminal History and Driver and Motor Vehicle Services check as well as a thorough background investigation. Adverse background data may be grounds for immediate disqualification Work experience is based on a 40-hour work week. (Example: 20 hours a week for one year would equal six-months of work experience.) DESIRED AND REQUESTED SKILLS AND ATTRIBUTES Experience working with Criminal Intelligence information. Experience compiling data to support investigations. Understanding the Intelligence Cycle and Process. Skill in collaborating with other agencies or stakeholders toward a common goal. Experience identifying and reporting trends based on your research. Ability to provide training and presentations to law enforcement agencies and other analysts.
