STANDARD POSITION DESCRIPTIONS (SPD): PD93597, PD93598, PD93599, and PD93600.
The following are the duties of this position at the full working level. If this vacancy includes more than one grade and you are selected at a lower grade level, you will have the opportunity to learn to perform these duties and receive training to help you grow in this position.
- Assists others in performing operational reviews and in preparing evaluations for a segment or phase of a broader project or study or independently completes projects or studies of limited scope.
- Manages multiple projects requiring coordination with multiple or complex internal organizations.
- Using quantitative and qualitative techniques, analyzes and evaluates the effectiveness of program and administrative operations and systems and makes recommendations or modifications to correct any deficiencies.
- Develops new or modified procedures, goals and objectives and evaluation plans, procedures, and methodologies.
- Prepares directives, issuances, memoranda, policy statements, legislative proposals, and other written guidelines and recommendations to introduce new initiatives and to recommend effective operations consistent with policies and objectives.

- Complete a Declaration for Federal Employment to determine your suitability for Federal employment, at the time requested by the agency.
- If you are a male applicant born after December 31, 1959, certify that you have registered with the Selective Service System or are exempt from having to do so.
- Go through a Personal Identity Verification (PIV) process that requires two forms of identification from the Form I-9. Federal law requires verification of the identity and employment eligibility of all new hires in the U.S. These documents must be unexpired original or certified copies.

Qualifications
Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis.

You must meet the following requirements by the closing date of this announcement:
SPECIALIZED EXPERIENCE GS-09: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-07 grade level in the Federal service. Specialized experience for this position includes: Preparing comprehensive program analyses and evaluations pertaining to the effectiveness of program operations. Developing changes in methods and conducting studies of employee/organizational efficiency and productivity. Planning, coordinating and establishing operating methods and procedures for accomplishment of project mission. Providing guidance for various analytical studies to resolve substantive problems or improve effectiveness and efficiency of operating line or administrative support programs.
OR Master's or equivalent graduate degree in a related field of study.
OR Two Full years of progressively higher-level graduate education leading to a master's degree in a related field of study.
OR L.B. or J.D., if related.
OR A combination of qualifying graduate education and experience equivalent to the amount required.
SPECIALIZED EXPERIENCE GS-11: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-09 grade level in the Federal service. Specialized experience for this position includes: Prepare evaluations for a segment or phase of broader project or study Use conventional techniques to gather, assemble, and analyze facts, draw conclusions, and devise alternatives. Prepare draft reports and other substantive guidelines and materials. Recommend alternatives and/or changes in methods, processes, and techniques to improve program and administrative procedures. Perform operational reviews, program evaluations and guidelines pertaining to the effectiveness of line program operations. Make recommendations and conduct studies of employee/organizational efficiency and productivity.
OR Ph.D. or equivalent doctoral degree in a related field of study.
OR Three full years of progressively higher-level graduate education leading to a Ph.D. or equivalent doctoral degree in a related field of study.
OR LL.M., if related
OR A combination of qualifying graduate education and experience equivalent to the amount required.
SPECIALIZED EXPERIENCE GS-12: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal service. Specialized experience for this position includes: Evaluative and analytical methods to identify and measure accomplishments and progress, revise methods and develop new approaches to information gathering; Knowledge of project management techniques to plan, schedule, and conduct complex projects; mission, organization, work processes and related administrative activities to identify actual or potential problem areas, trends, deficiencies, or other similar factors affecting operations. Your experience should include an understanding of budgeting methods and techniques, the ability to prepare analyses and estimates, and oral communication techniques sufficient to present findings and negotiate solutions.
SPECIALIZED EXPERIENCE GS-13: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized experience for this position includes: A wide range of analytical and evaluative methods and techniques, both qualitative and quantitative; management and organizational principles to apply to programs, projects and studies concerning the efficiency and effectiveness of operations and means to improve them. Knowledge of project management and organizational to evaluate complex projects and studies and the ability to identify problem areas, trends, deficiencies, or other similar factors affecting operations. Your experience should include an understanding of budgeting methods and techniques, the ability to prepare analyses and estimates, and oral communication techniques sufficient to present findings, deliver briefings, and negotiate solutions to disputed recommendations.

MEET TIME IN GRADE (TIG) REQUIREMENT: You must meet applicable TIG requirements to be considered eligible. To meet TIG for positions above the GS-05 grade level, you must have served at least one year (52 weeks) at the next lower grade (or equivalent) in the normal line of progression for the position you are applying to. Advancement to positions up to GS-05 is permitted if the position to be filled is no more than two grades above the lowest grade held within the preceding 52 weeks.
