Office of the Chief Procurement Officer

The following are the duties of this position at the full working level. If this vacancy includes more than one grade and you are selected at a lower grade level, you will have the opportunity to learn to perform these duties and receive training to help you grow in this position.

  • Initiates, develops, and recommends contracting policies, procedures and guidance throughout the region.
  • Provides regional oversight by analyzing, evaluating, reporting, advising, and promoting improvements in existing procurement/contracting methods, standards, guidelines, procedures, and practices.
  • Serves as the technical expert on all procurement actions and prepares or assists subject-matter experts in the field in preparing acquisition documents.
  • Develops, organizes, and conducts procurement education training for field personnel to familiarize them with federal procurement process and internal operating procedures.
  • Serves as the Small Business Specialist for the region, advising on small, disadvantaged, minority, women-owned, and labor surplus programs, and also as liaison to the Small Business Administration, the small business community and the IRS' Small Business Specialist.

  • To ensure compliance with an applicable preliminary nationwide injunction, which may be supplemented, modified, or vacated, depending on the course of ongoing litigation, the Federal Government will take no action to implement/enforce the COVID-19 vaccination requirement pursuant to Executive Order 14043 on Requiring Coronavirus Disease 2019 Vaccination for Federal Employees.   • A 1-year probationary period is required.
  • Have your salary sent to a financial institution of your choice by Direct Deposit/Electronic Funds Transfer.
  • Undergo a review of prior performance/conduct and an income tax verification. If you are not in compliance, you will be determined unsuitable for employment with IRS.
  • Must successfully complete a background investigation, including a FBI criminal history record check (fingerprint check).
  • Complete a Declaration for Federal Employment to determine your suitability for Federal employment, at the time requested by the agency.
  • If you are a male applicant born after December 31, 1959, certify that you have registered with the Selective Service System or are exempt from having to do so.
  • Go through a Personal Identity Verification (PIV) process that requires two forms of identification from the Form I-9. Federal law requires verification of the identity and employment eligibility of all new hires in the U.S. These documents must be unexpired original or certified copies.
  • The employment of any candidate, including a current employee or a new hire, selected for this position may be conditional upon classification and/or audit of federal tax returns. This audit may include up to 2 years of returns.

Qualifications

Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis.

You must meet the following requirements by the closing date of this announcement:

BASIC REQUIREMENT:

To be minimally qualified for Contract Specialist positions, you must meet the basic requirement.

A. Completion of all Mandatory Training: Applicants must meet the mandatory training requirements as described in Department of Treasury Acquisition Career Management Program Handbook at: Department of Treasury Acquisition Career Management Program Handbook

AND Four (4) years of experience in contracting or related positions. At least one (1) year of that experience must have been specialized experience at or equivalent to the next lower level as defined below.

AND Four 4-year course of study leading to a bachelor's degree, that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.

B. Exception: Employees occupying a GS-1102 position will be considered to have met the standard for positions they occupy on January 1, 2000. However, basic requirements and specialized experience requirements must be met in order to qualify for promotion to a higher grade.

In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:

SPECIALIZED EXPERIENCE: GS-13 LEVEL: You must have 1 year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized experience for this position includes: demonstrates an in-depth knowledge and understanding of procurement regulations, and contracting principles, including the latest procedures and techniques, sufficient to plan, develop, and implement all contractual aspects of acquisitions as well as apply regulations under the Federal Acquisition Regulation (FAR), Statutes, Executive Orders, OMB Directives and agency supplemental regulations, policies and procedures. In addition, your experience must demonstrate an in-depth knowledge of negotiation techniques, cost/price analysis, legal and regulatory interpretations, unique contract terms and conditions, subcontracting requirements, legal contracting principles, and the ability to explain and interpret complex technical specifications. Your experience must also demonstrate a comprehensive knowledge of all aspects of the procurement process including pre-award and post-award procurement actions required to solicit and award public contracts under the formal advertising and negotiated procurement methods; and a comprehensive knowledge of contracting and business guides used to initiate and process procurement actions including knowledge of terminology applicable to acquisition of commodities and services.

AND

MEET TIME IN GRADE (TIG) REQUIREMENT: You must meet applicable TIG requirements to be considered eligible. To meet TIG for positions above the GS-05 grade level, you must have served at least one year (52 weeks) at the next lower grade (or equivalent) in the normal line of progression for the position you are applying to. Advancement to positions up to GS-05 is permitted if the position to be filled is no more than two grades above the lowest grade held within the preceding 52 weeks.

AND

TIME AFTER COMPETITIVE APPOINTMENT: By the closing date (or if this is an open continuous announcement, by the cut-off date) specified in this job announcement, current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment. For this requirement, a competitive appointment is one where you applied to and were appointed from an announcement open to "All US Citizens".
