The role:
As our planning manager, you will be at the forefront of Region 1 planning unit programs. You will be working with a team that implements a vision and policy foundation to guide transportation system development and investment for the benefit of travelers in Oregon. You will lead the planning unit programs, direct its staff and serve as the primary transportation planning strategist and agency advocate for ODOT Region 1. A day in the life:
Manage the planning unit, maximizing unit effectiveness and efficiency. Identify needs, evaluate workload and set priorities for the unit. Coach, motivate, develop and manage the performance of planning staff.
Guide and support staff in their review of transportation system plans, development review and access management efforts.
Interpret and implement statewide transportation policies and plans, including the Oregon Transportation Plan, Oregon’s Transportation Planning Rule (TPR), and Blueprint for Urban Design.
Coordinate with other ODOT business lines, including Major Projects, Project Development, and Statewide Policy and Planning.
Advise and support the Policy & Development Manager and Region Manager on transportation policy.
Advocate and negotiate with other governmental entities and developers on complex and politically sensitive issues on behalf of ODOT.
Ensure that project schedules and budgets are adhered to. Ensure active management of consultant contracts toward well-prepared outcomes. Approve initiation and major changes of planning projects.
Arrange for education and training of staff related to local and national trends in transportation and land use planning.
Transition the planning unit toward the modern work environment, setting and evolving expectations for staff working in a blend of remote and office settings.

What we need:
Three years of management experience in a public or private organization which included responsibility for each of the following:
a) development of program rules and policies,
b) development of long- and short-range goals and plans,
c) program evaluation, and
d) budget preparation.
OR
Two years of management experience in a public or private organization which included responsibility for each of the following:
a) development of program rules and policies,
b) development of long- and short-range goals and plans,
c) program evaluation, and
d) budget preparation;
AND
45-48 quarter hours (30-32 semester hours) of graduate level coursework in management.
OR
Three years of professional experience as a program/project leader, assigning and reviewing work of professional staff (e.g., engineers, etc.) including project responsibility for developing goals and objectives, project evaluation,
and monitoring and controlling or preparing a budget.

Expertise in transportation planning, including detailed knowledge of Oregon land use and transportation regulations.
Knowledge of best practices for current and long range planning.
Experience in development review and land use decisions.
Aptitude for leading and developing a team of planners and engineers.
Ability to present complex and potentially controversial policies in high profile situations.
Skill in reading and navigating political environments and operating as an agency advocate and strategist.
