The Department of Early Education and Care (EEC) seeks to hire a Data Analyst who will work under the direction of the EEC Director of Data Analytics and serve as a key member of the Policy, Research and Data Analytics Division. The Analyst will be responsible for providing both analytic and data visualization support to assist the agency in tracking key EEC metrics and indicators and in making these metrics available for internal use and for the public. The Analyst will also collaborate with divisions across EEC to provide advanced analytics in support of agency operations and continuous learning.

Key Responsibilities:



  • Supporting the development and visualization of key metrics and indicators that allow EEC to assess the current state of the early education and care field and measure progress towards agency objectives, including:

Extracting data from EEC’s licensing, child care financial assistance, and other databases, to measure progress on key EEC indicators.

Building regular routines to update key performance indicators and ensure that they are available to agency staff.

Designing tools, dashboards, reports, and other vehicles for sharing key indicators and data metrics with the EEC Board, stakeholders, and the public.

Performing analytics to inform public reporting, including but not limited to reporting to the Legislature, EEC Board, and Executive Office of Education.



  • Collaborating with Divisions across EEC to support ongoing data analysis to inform program and policy decision making, including:

Supporting program teams in accessing and analyzing data from EEC’s licensing, child care financial assistance, and other databases, to inform EEC and cross-agency strategy and operations.

Collaborating with Division teams to execute key analyses and inform continuous learning.



  • Supporting the agency in working to develop and use an integrated data platform to model supply and demand for early education and care in the Commonwealth, including:

Collaborate with external vendor(s) in the development and maintenance of the child care supply and demand platform.

Support use of key findings from the model by developing key data visualization tools that meet EEC program needs.

Use SQL to leverage the data platform in answering key questions of interest to EEC program teams.

Support understanding and use of the model and the coordinating data tools with users across the agency and external stakeholders.



Preferred Qualifications:

The successful candidate will demonstrate most of the following qualifications. Candidates that do not meet all qualifications are still encouraged to apply.

  • Strong analytical and quantitative methodological skills required and proven experience with SQL strongly preferred.
  • Demonstrated experience in data visualization, including experience making data accessible for non-technical audiences.
  • Demonstrated skills to provide superior service to a client or customer organization, e.g. active listening, developing relationships, structuring problems and creating solutions collaboratively, etc.
  • Demonstrated ability to work productively and collegially with individuals and teams.
  • Experience working with a range of diverse stakeholders and tailoring approaches and communication to successfully meet project goals and timelines.
  • Excellent written and oral communication skills
  • Strong ability to comprehend, analyze, and communicate complex information quickly, especially related to databases, data analysis, data security and technology systems.
  • Familiarity with MA early education landscape

Qualifications

Minimum Entrance Requirements:

Applicants must have a Bachelor’s degree and at least four years of full-time, or equivalent part-time, professional educational experience in a specific or related content area, educational program/or service;


a Master’s degree or higher in a specific or related educational content area may be substituted for two years of the required experience - 30 semester hours equals one year of experience for substitution purposes.


Education toward a degree in a specific or related educational content area will be prorated on the basis of the proportion of the requirements actually completed.


Special Requirements: Based on assignment, possession of a current and valid Massachusetts Class D Motor Vehicle Operator's License or the equivalent from another state may be required.
