Brief Job Description:
The Child Protective Services (CPS) Heightened Monitoring (HM) Safety Analyst performs highly advanced consultative and technical work in researching, reviewing and monitoring child safety in all residential child care operations contracted with DFPS and Single Source Continuum Contractors (SSCCs) for placement of children and youth in Department of Family and Protective Services (DFPS) conservatorship. This position conducts specialized analysis of operations on Heightened Monitoring through DFPS and the Health and Human Services Commission (HHSC). The primary responsibility of this position will be gathering information about contracted residential child care facilities by reviewing IMPACT and CLASS records, regularly communicating with CPS and CPI Field staff, DFPS Special Investigators, Residential Child-Care Licensing, Residential Child Care Investigations, Residential Child Care Contracts, members of the judiciary, local law enforcement, local schools, and reviewing reports and subsequently developing status reports for CPS leadership. Additionally, this position will develop tools to assess safety, track facility progress with Heightened Monitoring and ensure communication with CPI and CPS field staff, Special Investigators and CPS/SSCC Placement staff.
Manages the completion of administrative reports, recommendations and analyses for agency data requests. Oversees progress of data compilation within the designated department and monitors compliance with established deadlines. Evaluates program information requests, and coordinates research activities across organizational units. Consults with agency management and staff, and internal and external stakeholders to provide program policy support and technical guidance. Provides program information and analyses to state office division administrators, directors, and members of the executive team regarding any trends and findings identified as part of the quality assurance process review. This position will complete assignments related to subsequent actions from state office meetings such as the Facility Intervention Team Staffing (FITS) meetings and ensure cohesive communications between CPS State Office, Residential Child Care Licensing and Residential Child Care Contracts. This position responds to short term or emergency requests with little turnaround time for completion. This position serves on community and professional groups and other governmental agency workgroups to further the program goals and mission.
Coordinates with Residential Child Care Contracts, Residential Child Care Licensing, Residential Child Care Investigations, CPS Program and Single Source Continuum providers to share and collect information regarding contracted placements. The position routinely interacts with all internal and external stakeholders involved in each of the assignments, including DFPS Sate Office staff from all divisions, field staff and all levels, staff from other state and federal agencies, and providers of services for children in DFPS conservatorship. Oversees analysis of current and proposed legislation for program impact and develops recommendations. Represents the HM program at meetings, conferences, workgroups, and other events. Works under minimal supervision, with considerable latitude for the use of initiative and independent judgment. Performs other duties as assigned.

Performs highly advanced consultative services, research functions and technical assistance in support of the CPS Heightened Monitoring (HM) division. Researches and analyzes facilities on Heightened Monitoring (HM). Research includes reviewing records of children placed in the facilities and includes, but is not limited to, reviewing monthly narratives in the Information Management Protecting Adults and Children in Texas (IMPACT) system, Child Plans of Service (CPOS), Service Levels, placement logs, Health Passport, Treatment Plans, Applications for Placement, conducting interviews with caseworkers assigned to the children’s cases, reviewing compliance history and abuse/neglect investigations in the Child Care Licensing automated Support System (CLASS), discharge rates from the facilities, regional FITS notes, and reviewing survey results. 35%
Manages the completion of administrative reports, analyses, research requests and legislative analyses. Manages the development and preparation of presentations, reports, communications, and responses to requests for program information. Develops and coordinates completion of written agreements, memos, Memoranda of Understanding (MOU), and other written communications. Provides consultation to ensure reports, memos, agreements and other written documentation are completed within established timelines. Develops written findings from research, and develops assessments and recommendations regarding child safety issues. Develops and recommends next steps for facilities and children to address safety, trends and promote compliance. Develops surveys for staff to conduct safety visits in facilities. Plans, organizes, and facilitates internal and external meetings and workgroups. Represents CPS HM at meetings, conferences, workgroups, and other events. Performs other duties as assigned. (25%)
Responsible for ensuring that all pre and post action items for any operations staffed in Facility Intervention Team Staffing (FITS) are completed and documented within the timeframes. This position will routinely develop customized safety intervention strategies for facilities and communicate and coordinate those strategies and next steps with CPS and CPI field staff, SSCCs, RCCL, RCCI, and DFPS Contracts, as necessary and appropriate 20%
Provides professional guidance, consultation, and technical assistance to caseworkers, supervisors, field managers, placement staff, SSCC staff, contract staff, child care licensing staff, and child care investigative staff regarding HM program policies, procedures and activities. 5%
Plans, develops, implements, and monitors special projects and other data-driven initiatives associated with the HM program. Coordinates the completion of specialized research projects and reports, and coordinates the development and completion of studies, analyses, assessments and evaluations of legislative and other HM program initiatives and activities, and develops written findings and recommendations. Identifies project-related risks and issues, develops risk mitigation strategies, provides ongoing project status communications and produces project deliverables. Develops special project monitoring tools, communication plans and performance measures to ensure project deadlines and milestones are met. (15%)
