This position is located in the Financial Services Center (FSC), Financial Payroll Support (FPS), Payroll Support, Payroll Management and Research Team and is responsible for program management oversight for centralized payroll planning and operations, advising on management and control of resources or funds within a centralized payroll structure, and providing in-depth analysis on system performance.

Qualifications:

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/20/2021.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You may qualify based on your experience as described below:
  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Specialized Experience is described as: Administering payroll systems designed to track, reconcile, and report on agency operations; experience in program management for nation-wide payroll planning and operations; monitoring and controlling the payroll process by timely recording, coding, balancing, and scrutinizing for inaccurate accounts or transactions; and experience as a subject matter expert for financial management systems which support payroll and accounting operations.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: The work is primarily sedentary. Typically, the employee sits comfortably to do the work; however, there may be some walking and standing required to attend meetings, seminars, and conferences with other VA employees and other government agencies. Some travel to VA field facilities may be necessary.

Supervisory Probationary Period: Applicants selected for this position may be required to serve a one-year supervisory probationary period. Failure to successfully complete the supervisory probationary period will result in the employee being reassigned to a position in the agency of no lower grade and pay than the one the employee left to accept the supervisory or managerial position.

Major Duties:
  • Supervises the activities of personnel engaged in the planning, program control and management, civilian personnel management, and general administrative support of the organization responsible for payroll operations
  • Validates a variety of data which is entered into schedules, accounts, and payroll systems
  • Provides expert advice on the interpretation of financial regulations and the impact of new legislation or program initiatives
  • Reconciles pay accounts and makes necessary adjustments as required
  • Analyzes cost reports, status of fund reports, and other financial reports for the preparation of summary statements and reports and
    proposes solutions and alternatives to problem areas
  • Establishes short-range and long-range goals for the section to support business plan
  • Serves as technical expert and ensures section operating procedures are current; changes are included when necessary
  • Provides financial advice and performs financial assistance work for internal agency operating programs
