JOB DEFINITION
In conjunction with the Entry Services Programs Manager, the Project Manager manages day-to-day operations of the Services and Housing to Access Recovery Program (SHARP) and the Housing and Recovery Through Peer Services (HARPS) program. SHARP provides housing navigation and outreach services to single adults prioritized by the King County Regional Homelessness Authority according to length of homelessness, behavioral health acuity, and COVID-19 risk factors. The HARPS program provides short-term rental subsidies and limited peer support services to adults returning to the community from inpatient substance use or mental health treatment.
The Project Manager supervises a multi-disciplinary team of 6 staff (1 Program Coordinator, 1 Housing Specialist, 1 Mental Health Professional, 1 SUD Specialist & 2 Peer Specialists) and provides administrative direction to medical staff members. In collaboration with stakeholders and community partners, this role leads the team in providing holistic, client-centered care to program participants throughout King County to support individuals in ending their homelessness and pursuing their recovery goals from a harm reduction perspective.
MAJOR DUTIES AND RESPONSIBILITIES
Project Operations:
  • Provide guidance and leadership for the maintenance of an established team with braided Medicaid, State, and County funding.
  • Supports Entry Programs Manager in staffing relevant project meetings and State/County contract compliance.
  • Point person for day-to-day communication with partnering organizations.
  • Provides training to staff as needed. Identify further training needs and coordinate team skill-building in conjunction with Programs Manager to support best practices.
  • Coordinate day-to-day clinical operations of the team including scheduling staff work hours to assure appropriate staff coverage during program operating hours.
  • Conduct performance evaluations of Case Managers and Peer Counselors on a scheduled basis and keep supporting documentation in confidential personnel files
  • Participate in program evaluation activities.
  • Collaborate with funders and stakeholders in scheduled administrative meetings and care conferences to ensure program goals are met
  • Comply with all agency policies and procedures, relevant Washington Administrative Code, and King County Mental Health Division policies and procedures.
  • Other duties as assigned.
Client Care Coordination:
  • Participates in client care as member of the modified-ACT team. Oversees coordinated transitions to housing and mainstream services.
  • Coordinate initial screening of referrals, including reviewing referral information, querying databases for historical information, discussing referral with referral source, and initial engagement/assessment for referrals.
  • Facilitate team meetings in a manner that promotes team members contributing in their areas of strength and learning as needed. Develop team cohesion, which effectively serves the clientele and provides the needed support for team members to effectively perform their job.
  • Provide individual supervision on a minimum biweekly schedule to direct service staff, maintain supervision notes, and develop & implement professional development plans to support supervisee growth and service delivery
  • Assure implementation of client care activities in congruence with principles of recovery based services.
  • Collaborate with housing, crisis, and other behavioral health teams to ensure continuity of care for consumers using other services.
Administration:
  • Supervise and review team clinical documentation to assure that team members maintain current and complete clinical records, and that records comply with the agency’s clinical accountability policies and procedures and contract requirements.
  • Coordinate schedule for all aspects of SHARP & HARPS services, including scheduling of individual team members, and coverage of office as needed; review and authorize supervisee time sheets; submit on time to payroll department.
  • Maintain strong knowledge of DESC personnel policies, procedures and collective bargaining agreement. Assure compliance with same.
  • As needed, assist Entry Services Programs Manager in coordination of services and activities, which span the mental health program and other DESC programs.
  • Assure the gathering & timely reporting of accurate service and other program data; complete report writing in compliance with contracts.
MINIMUM QUALIFICATIONS:
  • MSW or relevant Masters degree in a social or behavioral science or relevant field.
  • Current Washington Department of Health minimum credential as an Agency Affiliated Counselor in good standing.
  • Meet criteria as a mental health professional as defined in RCW 71.05, WAC 388-865-0400
  • Valid Washington state driver’s license, reliable vehicle to use for work purposes and insurable driving record.
  • Two (2) years experience working with adults who are experiencing or who have experienced homelessness, have a mental illness and/or co-occurring substance abuse disorders.
  • Interest or experience in working with participants who are difficult to engage and refer to traditional programs.
  • Ability to work flexible hours as required by program and staffing needs including occasional evenings or weekends.
  • Ability to communicate and work effectively with staff from various backgrounds.
  • Ability to work effectively with clients displaying a wide range of unpleasant and/or bizarre behavior.
  • Subscribe to the philosophy of cooperation and continuity across programs and of consideration and respect for clients.
PREFERRED QUALIFICATIONS:
  • Qualified to provide Department of Health approved supervision to LICSW, LMFT and/or LMHC candidates.
  • Bicultural background/experience or Qualified Minority Mental Health Specialist designation preferred.
  • Licensed Social Worker (LICSW), Licensed Marriage and Family Therapist, or Licensed Mental Health Counselor (LHMC) in State of Washington.
  • Bi-lingual in Spanish/English preferred.
  • Licensed by the state of Washington as a Chemical Dependency Professional (CDP) preferred
  • Supervisory and housing experience.
