Program Manager

Design To Delivery Inc (D2DInc) is a minority-owned, woman-owned small business. Founded in 2001 and headquartered in Bethesda, Maryland, D2DInc provides services to public-sector organizations in the areas of acquisition and procurement support, contract administration and closeout, development and administration of small business outreach programs, training, administrative support, and marketing communications materials. Our customers include civilian and defense federal government agencies.

Design To Delivery Inc (D2DInc) is seeking a Program Manager in the Washington DC area.

Responsibilities:

Provide specialized senior-level management services assisting in the management of approved programs. Program management services activities may include:

• Utilize and maintain appropriate management, scheduling, and tracking systems to facilitate program management and oversight.
• Participate in program/project management discussions including Program Management meetings and reviews.
• Contribute to reviewing, assessing, and evaluating vendor proposals, price estimates, quotes, and requests. Provide feedback and recommendations to management as requested including the technical evaluations and quantitative and qualitative assessments. Support the development of Government counter-offer positions.
• Review vendor deliverables and provide comments as requested. Provide recommendations on vendor deliverables requiring Government approval.
• Contribute to development of program metrics in collaboration with management. Support the monitoring, tracking, and reporting of program metrics.
• Assist with Government-initiated changes by identifying the affected contractual language. Assist with the coordination with the vendor on documenting the cost, schedule, and performance impacts of the proposed changes.
• Assist with the development, administration, and tracking of Service Level Agreements with service providers.
• Assist with review of vendor-generated Quality Assurance (QA) Plans, and identify, document, and report on QA issues, problems, and concerns as they arise.
• Assist with the development and execution of Interagency Agreements (IAs) and Memorandums of Agreement (MOAs) with external stakeholders.
• Assist with the tracking and administration of legacy and other telecommunications services obtained through third parties such as DISA, DITCO, GSA, and local exchange carriers (LECs).

Qualification and Educational Requirements

• Master’s degree in relevant discipline.
• 10 years of experience leading acquisition and related engineering, management, financial, and implementation support services associated with Federal Government enterprise communications systems.
• Detail oriented
• Excellent communication skills both verbal and written
