Overview
DevTech is looking for a Technical Data Analyst to work as an institutional contractor on its Analytics, Data, Visualization, and Information Services (ADVISE) contract with the United States Agency for International Development (USAID). ADVISE staff comprise much of the USAID Data Services team, led by USAID’s Chief Data Officer (CDO) and situated in USAID’s Bureau for Management, Office of the Chief Information Officer (M/CIO). The Data Services team's main purpose is to improve the usage of data and information at USAID, so that the Agency continues to ensure its development outcomes are supported by evidence. Data Services’ work spans the “data lifecycle,” including planning, collection, cleaning, analysis, curation, reporting, and governance.

The Technical Data Analyst position will be fully remote until USAID returns to in-person work when deemed safe to do so. At least 30 days' notice will be provided prior to the return to in-person work in Washington, D.C. When USAID returns to in-person work, the Technical Data Analyst will be eligible for telework benefits (one day per week) after 3 months of work.
The Technical Data Analyst will work with our clients, supporting multiple modernization efforts. Our team works with the CIO, CDO, architects, other software developers, IT specialists, AI specialists, data scientists and analysts, economists, all of whom collaborate to transform the way our clients collect, analyze and use data to make informed decisions through fact-based evidence.
The Technical Data Analyst will join a strong team of dedicated IT specialists in the design, development, and deployment of enterprise data strategies; the design, development, and deployment of various data and digital repositories.
Responsibilities
- Ability to analyze data profile reports and define rules to mitigate data quality issues
- Ability to analyze data profile reports and identify, document, and define rules and reference lists used to standardize data
- Ability to define and develop complex SQL queries
- Ability to design and document ETL processes
- Ability to read and understand PL/SQL code
- Provide modeling and/or documenting database objects
- Ability to translate business rules to IT requirements
- Ability to present and communicate data, trends, insights, and recommendations
- Ability to host and lead working group meetings
- Ability to communicate project status and issues to team lead
- Understand and interpret technical documentation
- Ability to communicate data governance concepts, such as master data, metadata, and data quality
- Ability to learn new technologies and additional skills quickly.
Qualifications
- Bachelor's Degree (preferred in Computer or Information Science or related discipline)
- 2 years’ experience using either Informatica Data Quality or Informatica PowerCenter
- 1 years’ Oracle database development writing complex SQL queries to retrieve data
- 1 years’ experience creating data models using Erwin
- 1 years’ experience serving as a SME for data-centric projects
- Strong understanding of ETL development and concepts
- Strong analytical skills and precision with large data sets
- Direct experience with data quality efforts
- Understanding of JSON and/or XML data structures
- Attention to detail, and strong organizational skills
- Ability to communicate and follow up effectively and professionally with other teams and management
- Some experience with data modeling and enterprise database concepts
- Some experience with master data, metadata, and data quality
- The candidate is able to handle multiple projects
- Ability to work independently, be a motivated and responsible self-starter
