About the Position
Dexis is seeking to fill a Finance Manager position to join the Finance Team. Reporting to the Director of Finance, the Finance Manager will be in charge of the entire cycle of the Finance/Project Accounting for the assigned portfolio of projects, from the in-depth knowledge of the project budget, the requirements included in the awards and modifications, the assurance of compliance with Government regulations and Dexis' policies, and through the generation and submission of high quality invoices to the clients, among others.
Responsibilities:
- Serve as Point of Contact in providing finance support to Project Management Units (PMUs) regarding project cost, revenue, projections, field office project accounting, etc.
- Proactively monitor project financial health across a portfolio of projects to anticipate significant fluctuations and suggest timely remedy actions.
- Review monthly project invoices for Dexis and Dexis Professional Services (DPS) (and any other subsidiary), prepared by the Financial Analyst.
- Review intercompany invoices between Dexis and its subsidiaries, making sure all accounts involved are reconciled and the Aged AR and Open AP are cleaned up, prepared by the Financial Analyst.
- Lead special project or company financial analysis as requested.
- Manage the update of the work force for each direct project and maintain a clean list of authorized employees, consultants, and subcontractor employees in CostPoint.
- In coordination with the Director of Finance, ensure accurate and up-to-date contract ceiling and funding data in CostPoint.
- In coordination with the Senior Director of Finance and the Director of Finance design and create projects codes in CostPoint for new awards and new CLINs/Buy-Ins as requested.
- Supervise and mentor the Financial Analyst(s).
- Review and ensure the accuracy of direct costs coming through Dexis' internal AP Online system (based on assigned portfolio of contracts).
- Partner with the different departments/divisions (Contracts, Accounting, PMUs, etc.) on items related to project management/setup, funding sources and tracking, corrections (Payroll and Accounts Payable), etc.
- Prepare calculations of indirect rate adjustments as needed, for either NICRA retro-billing and/or project impact analysis.
- Provide support to respond to audits as needed (Financial Statements Audits, Incurred Costs Audits, and others).
- In coordination with the Senior Director of Finance and the Director of Finance, provide training on Finance areas to PMUs (how to understand and read Project Status Reports (PSRs), Open Billing Details (OBDs), application of NICRA, etc.).
- Advise and serve as a resource for policy and process updates and guidance in Finance and across Dexis within the assigned portfolio of projects.
- Provide finance support and training to field offices (on QuickBooks, USG Regulations, Dexis' Policies, reconciliation of accounts, etc.).
- Review project budgets and realignments as needed and provide support to PMUs to better track Budget vs. Actuals.
Qualifications:
- Bachelor's degree in business, finance, or related field required.
- Seven (7) plus years of financial experience working with USAID and other donors contracts.
- In-depth knowledge of FAR, AIDAR, GAAP, and JTR.
- Experience with Deltek CostPoint (preferred).
- Knowledge of or experience with QuickBooks (preferred).
- Experience with other accounting/financial systems.
