Job Summary
The Sponsor’s office is responsible for building and operating a hybrid-cloud mission infrastructure and services, hosting dozens of COTS, GOTS, and custom applications, as well as a large data lake. The system generally does not make use of the Sponsor’s enterprise IT services as such, the Sponsor’s office is responsible for the architecture, engineering, implementation, and operation of the infrastructure components (computer, network, and storage) as well as enterprise services. The Sponsor requires support specializing in diverse variety of system engineering and system architecture initiatives. The Contractor will provide cloud account management assistance, including, manage the service, accounts and provide the Sponsor invoices for these services.

Responsibilities and Duties
- Have end-to-end responsibility of the deployment of IT infrastructure and applications.
- Use application deployment guides and information from application developers to determine the most efficient and performant IT infrastructure components to deploy a particular application.
- Direct or perform the installation of IT infrastructure as well as the installation and configuration of operating systems and applications.
- Develop and deploy enterprise-level cloud systems that correlate with Sponsor’s operations and requirements.
- Provide technical and strategic guidance to Sponsor personnel on the most appropriate cloud architecture to achieve a particular application’s goals.
- Decompose customer requirements into technical solutions.
- Include factors such as system requirements, system performance, and life cycle costs in requirements decomposition to determine the architectural impact of proposed changes.
- Design, implement, and maintain big data management.
- Work in a 24 hour, 7 day (on-call rotation) a week environment providing in-depth Tier 2 and Tier 3 level support and problem resolution for technology products and applications.
- Monitor its utilization of the Cloud Services on less than 10 fixed S3 buckets to handle compiled client files and logs (current spend and billing information) through the Sponsors cloud billing and cost management dashboard, and will provide monthly status reports detailing the Sponsor’s total monthly, aggregate spend by account and allocated funding remaining by Sponsor specified email, under no circumstances shall the invoice, account number or name be transmitted to or from an unclassified Sponsor affiliated email addresses or network. At least three business days prior to the submission of a payment request through IPP for any cost-reimbursement, the cloud invoice shall be submitted to the Contracting Officer, COTR, and GTM by Sponsor certified email. The account will need the ability to generate short term Cloudfront distributions, Lambda functions, and S3 buckets for One Time Use client provisioning. The Sponsor requires Regional S3 buckets for uploads from each Sponsor developed software client. Currently there are three (this will increase over time) EC2 instances, and it will be required to generate OS specific client binaries. These will only be running once a quarter or as necessary to update the binaries. The account will also need a "diode" pairing to allow transfer to the Sponsors secure network.
Experience Needed:
- Citizenship: Must Be a US Citizen
- Existing Clearance Required: Active Top Secret SCI with Poly
- Demonstrated experience in Networking, Linux, Windows, Log analysis, Malware detection and mitigations, and the A&A process of systems.
- Demonstrated experience performing complex systems development (design, implementation, and administration) for VMWare based virtualization systems including:
- Hypervisor deployments
- Configuration and management of storage pools
- Configuration and management of virtual networks
- Configuration and management of virtual machines
- Demonstrated hands on experience performing the engineering, design, build, configuration, administration, troubleshooting, patching, and support of Windows and Linux servers.
- Demonstrated experience performing complex systems development (design, implementation, and administration) for NetApp based storage systems including Network File System (NFS), Internet Small Computer System Interface (iSCSI), and Fiber Channel storage technologies.
- Demonstrated experience analyzing existing systems and identifying necessary corrective actions and improvements.
- Demonstrated experience providing engineering guidance to subject matter experts and performing implementation efforts in all of the following disciplines, both on premises and in the cloud:
- Compute (Server hardware and cloud compute instances)
- Network Attached Storage (NAS), Amazon S3, Elastic Block Store (EBS)
- Operating Systems (including Windows Desktop, Windows Server, and Linux)
- Applications and Middleware (Web Stack deployments using Tomcat or similar custom applications)
- On-premises virtualization (VMWare)
- Demonstrated experience performing complex systems development (design, implementation, and administration) for VMWare based virtualization systems including:
- Hypervisor deployments
- Configuration and management of storage pools
- Configuration and management of virtual networks
- Configuration and management of virtual machines
- Demonstrated experience with Linux operating system.
- Demonstrated experience designing cloud infrastructure based on the functional or technical requirements of an application.
- Demonstrated hands-on experience deploying AWS services including S3, EC2, ELB, ASG, CloudWatch, and SNS.
- Demonstrated experience designing, implementing, and maintaining Elasticsearch.
- Demonstrated experience using tools such as Jenkins, and Git.
- Demonstrated experience providing sizing and costing estimates for infrastructure components of big data systems based on a user’s functional requirements.
- Demonstrated experience decomposing functional requirements into technical requirements.
- Demonstrated experience with shell scripting or interpreted languages such as Python or PowerShell, BASH, ANSIBLE.
- Demonstrated experience forecasting cloud costs for proposed systems.
- Demonstrated experience analyzing existing systems and identifying necessary corrective actions and improvements.
- Demonstrated experience preparing program documentation such as CONOPS, SSP, and preparing materials to support system accreditation.
Other skills and demonstrated experiences that are highly desired but not required to perform the work include:
- Demonstrated experience creating and presenting system documentation briefings to review and approval boards.
- Demonstrated experience performing tier 1 thru tier 3 support, including both systems troubleshooting and incident tracking and management.
- Demonstrated hands on experience serving as an Engineering Lead, coordinating, scheduling, deconflicting, and resolving conflicts between IT engineering projects.
