Government Contracts / Subcontracts Manager

We have an immediate requirement for a Government Contracts / Subcontracts Manager to facilitate effective implementation of contract responsibilities within program objectives and requirements. This position is located at our Woodbridge, NJ office. Duties include management and administration of company contracts and subcontracts as well as overseeing proposal response and contract and subcontract negotiations in a professional services business.

Responsibilities: As Contract/Subcontract Manager you will:

  • Develop, negotiate and administer contracts/subcontracts while monitoring compliance with government regulations.
  • Manage major efforts such as proposals from a contracts perspective, coordinating with all involved functions and teammates.
  • Advise management of contractual rights and obligations and provide interpretation and guidance of terms and conditions.
  • Review and resolve all issues effecting company compliance and ensures satisfaction of legal requirements, company, and customer objectives.
  • Research and recommend contract policies and procedures.
  • Interact directly with customers, including the Government Contract Officer and Contract Specialist.
  • Assist with developing strategies in support of DHPC’s position, performing complex analyses as needed.
  • Manage the procurement of services subcontracts in support of assigned pursuits and programs, working hand in hand with the Program Manager overseeing management of cost, schedule and performance parameters[RG1][CD2].
  • File documentation, track invoice approvals, resolve contractual disputes[RG3][CD4], and contract/subcontract close-out.

 

The ideal candidate will have:

  • Bachelor’s degree with a minimum of 3-5 years relevant professional [RG5]experience in negotiating, drafting and administering government contracts/subcontracts. Master’s degree is a plus.
  • Extensive knowledge of Federal Acquisition Regulations (FAR) and Defense Federal Acquisitions Regulations (DFAR) and ability to apply them to a variety of contact types and situations. Ensures FAR/DFAR compliance when managing contract [RG6]and subcontract actions. [RG7]Extensive knowledge of government contract clauses, standards and terms and conditions.
  • Experience in addressing RFP compliance.
  • Knowledge of OTA type contracts is a plus. 
  • Strong knowledge of intellectual property[RG8] rights and limitations.
  • Excellent written, verbal communications and organizational skills.
  • Proficiency in Microsoft Excel, Word, PowerPoint, and SharePoint[RG9].
  • Knowledge and experience working ITAR actions and is a plus.
  • Team Player with strong interpersonal skills.

The successful candidate must be a U.S. Citizen and be able to obtain and maintain a DOD Secret Security Clearance, as a qualification and condition for employment.

[RG1]Not sure a contracts manager does this.  This is finance, Program managers and technical

[CD2]I will alter language a little, our contract manager must track costs, schedule and performance related to the contracts they manage. Each of our contract managers are tracking how much $ they are giving each sub, how much we’ve been given by the government, etc. In addition, when there are questions regarding schedule or performance, our contracts managers are involved to ensure that everything is in alliance with our contract.

[RG3]I don’t think contract managers do these topics.  Recommend we remove some of these items

[CD4]Adjusted language but this is part of the job. I am running it by Fran this morning.

[RG5]Not sure if 8 years is really required.  We can leave it but not sure if it is going to limit responses

[RG6]This part is addressed above (two bullets earlier)

[RG7]The contracts manager really does not manage the subcontractor’s performance.  That is the Pm,.  Recommend to remove this bullet

[RG8]We need to add something here- strong knowledge of IP rights

[RG9]We can probably remove this. Contracts just needs to deal with Word.  Very rarely will they need powerpoint or even excel
