Position Summary
The primary role of the Outreach Manager is to manage and implement the outreach priorities of the organization, and will develop, execute and evaluate a strategic and focused Outreach plan. The Outreach manager will be responsible for developing and sustaining community-based relationships and educating and maintaining the knowledge within communities about DRTx services and programs across the state. This role requires a solution and action oriented, self-starter who works independently and collaboratively with a team, as well as across teams/departments within the agency and is able to create, implement and execute organizational priorities with minimal oversight. This Manager must learn and maintain knowledge of all DRTx services, programs and resources and represent DRTx to external public and private stakeholders at every level.
This role establishes, builds and maintains critical relationships with public and private partners to include community-based organizations and other stake holders, works and collaborates with DRTx issue teams and departments, as well as organizational leadership to enhance education and awareness about DRTx's services, programs and resources for the disability community within the State. This role will identify and engage in appropriate initiatives, collaborations, coalitions based on the priorities and deliverables of DRTx programs.
The Outreach Manager will oversee and manage the outreach team and all outreach components, to include but not limited to data, team objectives and deliverables across the agency. This role will support and evaluate data on outreach efforts, manage budget, inventory and collaboration efforts internally across the agency, as well as externally with partners and stakeholders.
Physical/Mental Requirements
- Uses personal computer approximately 6-7 hours per day.
- Uses telephone and email to communicate with clients and other professionals, approximately 3-5 hours per day.
- Spends approximately 1-3 hours per day in meetings.
- Sits approximately 6-7 hours per day.
- Requires working under a moderate degree of stress (time constraints; deadlines; multi-tasking high-level projects and issues; complex issues; and conflict resolution).
- Extensive travel generally within Texas is regularly required.
Essential Functions
- Develops and implements DRTx outreach plan aligned with organization’s priorities, objectives, and outreach grant deliverables.
- Collaborates with the Communications Director to ensure availability of an array of accessible formats and mediums that can be used by staff in outreach activities.
- Identifies educational needs of the community and collaborates with appropriate staff to problem solve and develop appropriate resources and curriculum.
- Identifies opportunities to expand DRTx footprint within underserved and vulnerable communities and strategically plans to incorporate DRTx within those community profiles.
- Establishes and maintains personal credibility throughout the organization; maintains effective communications and cooperative working relationships with staff, clients and stakeholders.
- Clearly, accurately, and effectively communicates information to others.
- Stays up to date on outreach strategies and best practices, trains and collaborates with staff to conduct effective outreach activities.
- Follows and implements the organization’s client services policies and procedures.
- Manages and oversees outreach team providing clear, concise expectations, transparency of DRTx procedures and effective communication.
- Manages and oversees all outreach activities to include requests and submissions by external entities, as well as all cross agency outreach efforts.
- Communicates, instructs, and educates consumers, public officials, institutional residents and staff, community members, fellow employees, and other identified stakeholders on the rights of people with disabilities.
- Travels as needed to support organizational outreach initiatives.
- Contributes information to be included in annual program reports of the organization and monitors, evaluates outreach data in real-time and on-going basis for evaluating outreach plan and outcomes.
- Appropriately prioritizes tasks as needed and to multi-task numerous responsibilities in a timely manner.
- Ability to effectively manage multiple projects and provide leadership to staff regarding the organization’s outreach strategies and plans.
- In conjunction with supervising attorney of the Outreach team, assists in providing feedback, quantitative data, qualitative information and trends to the senior leadership team, along with recommendations for any interventions, if appropriate.
- Maintains thorough, complete, and timely records and data; submits timesheets and reimbursement requests, metrics on deliverables in a timely manner.
- Apply the principles of the organization’s vision and values in all work-related business and interactions.
- Perform other duties as requested or required.
Required Qualifications
- Bachelor’s degree; proven track record of success and professional experience in community organizational work, resource and referral services, or a closely related field with a previous employer or, a minimum of five (5) to seven (7) years’ experience in a DRTx outreach/case handling role.
- Strong and effective writing, verbal, and persuasive communications skills including the ability to do so in a concise manner, even when doing so regarding complex issues to a varying audience.
- Strong analytical and critical thinking skills to solve problems and think outside current operating procedures.
- Demonstrated experience in public speaking and developing and implementing effective presentations and curriculum for the public.
- Demonstrated experience in developing, or overseeing the development of, a wide array of outreach and training curriculum and strategies.
- Demonstrated supervisory experience and managing staff as well as meeting project goals and deliverables, inventory, and budget.
- Excellent interpersonal, relationship-building and collaboration skills to be able to work effectively with others inside and outside of the organization; relationship builder with the flexibility and finesse to “manage by influence”.
- Proven ability to lead, mentor and train others.
- Demonstrated functional knowledge of complex state and federal laws, rights protection statutes and regulations.
- The ability to take direction and independently follow through on all instructions.
- The ability to identify, connect and participate in collaborations, coalitions and partnerships to further a common goal and systemic impact.
- The ability to research, analyze, and disseminate current relevant literature and best practices on relevant issues and apply information effectively to outreach and training activities.
- Willingness and ability to travel extensively across the state of Texas.
- Excellent detail-orientation, follow-up skills and organizational skills plus the ability to multi-task and work under challenging conditions while meeting deadlines.
- Knowledge and skills to appropriately implement policy strategies.
- Demonstrated ability to manage individual workload so services are delivered timely and appropriately.
- Strong working knowledge of Microsoft Office suite (Outlook, Word, Excel, PowerPoint).
- High level of commitment to service excellence, plus high degrees of integrity, ethics and judgment are a must.
Preferred Qualifications
- Master’s degree, preferably in Communication, Program Management, Education, or other related fields including Public Policy, Political Science, Government, Disability Studies, Human Services, or Social Services.
- Bilingual in English/Spanish – both written and spoken word
- Proficiency in American Sign Language
