Job Duties and Responsibilities
DISH Wireless is looking for a Regulatory and Spectrum Lead who will be part of the Dish Technology team and work very closely with the Regulatory and Business teams. This position requires in depth experience in Spectrum Engineering and expert level knowledge of U.S. domestic telecommunications regulatory and policy development process, particularly with respect to wireless spectrum (part 25, part 96 etc.), domestic and international coordination and buildout requirements.
Responsibilities
- The candidate will be responsible for tracking, assessing and reporting any regulatory actions related to wireless policy proposed to or pending before the Federal Communications Commission that are or could be DISH Wireless related
- Participate and establish technical rules and procedures for spectrum coordination with other licensees and spectrum sharing with federal agencies
- Assist regulatory and policy team in evaluating and conducting analysis on new rulemaking procedures and submissions
- Establish technical parameters and standards governing the use of each frequency band or specific service, if applicable
- As needed run engineering and propagation analysis in both sub 6 GHz and mmWave bands to establish and propose interference management techniques for both terrestrial and non-terrestrial networks
- Support Dish's participation in various spectrum-related NTIA committees, ITUs and other federal working groups as required
- Perform engineering analysis needed for filings at the Commission, ITU and other agencies
- Develop procedures and techniques to perform coordination and interference analysis, guide engineering teams on border coordination
- Work with wireless OEM vendors on equipment certification and approvals
- Translate FCC rules and impact to Field engineering, conduct training as needed
- Provide regular summaries to the internal teams on all related proceedings
- Assist regulatory team with FCC Spectrum related milestones reporting and coordination with Canadian and Mexican operators
Skills, Experience and Requirements
Required Skills
- Master's degree in Electrical Engineering (or related field) and a minimum of 10 years of direct engineering experience
- Minimum 10 years' experience in the Cellular or telecommunications' industry. Additional Satellite experience preferred
- 7 years of experience in Spectrum Management Engineering
- 5 years of direct experience in the application of the ITU Radio Regulations and cross border coordination
- In-depth knowledge of FCC rules, procedures and rule-making processes
- Experience in coordination with federal agencies (NOAA, DoD, DoC) preferred
- Solid understanding of RF propagation principles, cellular theory, RF engineering tools and antenna theory
- Experience in GIS and other mapping tools
- Demonstrated ability to perform complex engineering analysis
- Should have excellent communications skills
- Should be able to work independently with minimal supervision
Salary Range
Compensation: $100,100.00/Year - $143,000.00/Year
