SUMMARY:

Under general direction of the Fire Marshal, and/or Division Supervisor the Deputy Fire Marshal
is responsible for carrying out the day-to-day operations of the Fire Marshal's Office. The Deputy
Fire Marshal works closely with other agencies, to include various ESD, volunteer, and municipal
fire departments, the Bexar County Sheriff's Office and other law enforcement/ public safety
agencies to protect the lives and property of the citizens of Bexar County from the threat of fires,
explosions, and other natural or manmade hazards, through the enforcement of Texas State
Law, the Bexar County Fire Code, and related Commissioners Court Orders and public
education.

DUTIES AND RESPONSIBILITIES:

  • As directed by the Fire Marshal, enforces Texas State Law, the Bexar County Fire Code,
and Commissioners Court Orders in order to prevent fires, explosions and other
hazardous conditions; and in order to mitigate fire, explosive, and life-safety hazards
  • Collaborates with and assists all other federal, state and local law enforcement, public
safety, and regulatory agencies as directed
  • Attends seminars, training classes, and in-service training as required by state law and
other certification authorities
  • Conducts training sessions, briefings, and safety classes for firefighters, law enforcement
officers, county employees, the general public, elected/appointed officials, department
heads and other agencies as directed
  • Enforce laws, maintain order, and arrest violators pursuant to Bexar County Fire Marshal
Office (BCFMO) Policy and the Code of Criminal Procedure (applies to Peace Officer
applicants only)
  • Issues Notices of Violation and Citations for violations of state law, and Commissioners
Court Orders; issue Fire Marshal Orders, and Subpoenas as required
  • During major emergencies, as directed by the Emergency Management Coordinator
(EMC), or during activation of the Emergency Operation Center (EOC) assists with
functions of emergency management/homeland security which may include responding to
and mitigating emergencies, and coordinating emergency operations/activities as directed
  • Conducts investigations of all fires or explosions resulting in significant damage to
property, death or serious bodily injury to person(s) and of all offenses relating to arson
and related offenses and of the criminal/hazardous use of explosive materials in
unincorporated areas of the county, and in other areas when properly requested to do so
  • Gathers information and collects evidence to determine the origin and cause of the fire
and to determine whether or not a crime was committed
  • Compiles and prepares concise, timely and complete written reports of all fires and if
necessary review, prepare, and present documentation for judicial proceedings; provides
support during criminal prosecutions
  • Conducts random inspections of construction sites to ensure building and work

authorization permits have been obtained; completes threat/hazard assessments and
other protective operations as directed

  • Performs related duties as required

MINIMUM QUALIFICATIONS:

  • High School Diploma or General Education Development (GED) Certificate
  • Basic knowledge of relevant tactics, techniques, and procedures, policies, regulations and

laws relating to fire protection, fire prevention, code enforcement, and fire/explosion
investigation

  • Ability to represent the County in a professional and effective manner; ability to
communicate effectively both verbally and in writing; ability to pay attention to detail,
cooperate with others, maintain composure, control anger, and avoid aggressive behavior,
in difficult situations; ability to take on responsibilities and challenges; ability to calmly and
effectively respond to a wide variety of stressful/emergency situations in order to lead or
assist in the mitigation of any life-safety threat; ability to organize and establish a single or
Unified Incident Command Structure; ability to maintain effective working relationships
with coworkers, Elected/Appointed Officials, Department/Division Heads, County
employees, government agencies and the general public
  • Certifications necessa[Y. to obtain and maintain emRloyment:
o Must maintain required continuing education for both the Texas Commission on Fire

Protection (TCFP), and Texas Commission on Law Enforcement (TCOLE) (For
Peace Officer Applicants)

o Must be able to meet the department's initial firearms qualification course and then
to maintain firearms proficiency annually with issued service weapon (for Peace
Officer Applicants only)

o Must be certified as a Basic Fire Inspector (including Fire Inspector 1, Fire Inspector
2, and Plans Examiner 1) by the Texas Commission on Fire Protection (TCFP) at
time of application; and/or

o Must be certified as a Basic Fire Investigator the Texas Commission on Fire
Protection (TCFP) at time of application; and

o Must have IS-100, IS-200, IS-700 and IS-800 certifications at time of application;
and

o Must complete the BCFMO Field Training program within 1 year of hire.
o Must become Basic Peace Officer Certified from TCOLE or eligible for certification

in order to achieve eligibility for career path advancement.
o Applicants applying for a Fire/Arson Investigator position must have a Basic Peace

Officer license from the Texas Commission on Law Enforcement
o Must possess and maintain a valid Texas driver's license, motor vehicle liability

insurance and personal injury insurance
  • Must secure and maintain a favorable background investigation from the Bexar County
Fire Marshal's Office
  • Must be able to don department issued personal protective equipment such as ballistic
armor and personal air purifying respirator
  • May be required to work shift-work and work more than 40 hours during a workweek
  • Must be available 24-hours a day, 7 days a week, unless on approved leave or by
authorization
  • May assume command of major emergency incidents until properly relieved
  • Must have available transportation during the entire workday
  • Must clear a pre-employment physical and a pre-employment drug screen test

Working Environment and Physical Demands:
• Working conditions are both indoor and outdoor; construction job-sites, burned-out

buildings and structures, and rough terrain
  • Work environment involves some exposure to hazards or physical risks, which require

following basic safety precautions

  • Work involves moderate exposure to unusual elements, such as damp/wet surfaces,
cramped areas, extreme temperatures, dirt, dust, fumes, smoke, unpleasant odors, and/or
loud noises.
  • Occasionally moves equipment weighing up to 50 pounds
  • Will frequently communicate with co-workers; must be able to exchange accurate
information
  • Frequently moves about buildings or structures
  • Constantly positions self to perform essential functions
  • Occasionally operates tools and equipment
