IT Enterprise Architect

The Division of Information Technology aims to align technology solutions with the DOHMH mission by prioritizing resource use and deploying innovations that facilitate the agency’s day-to-day activities and enhance staff productivity and efficiency. Our goal is to provide users with a reliable, stable, and safe computing environment, through the collaboration of the Bureau of Technology Strategy & Project Management provides business analysis and IT project management services to define and deliver IT solutions that meet all program needs.

**This a grant-funded W-2 position with full employment benefits that expires 6/30/2025 (possibility for extension) hired through Public Health Solutions and will be assigned to NYC DOHMH. The Office of the Chief Information Officer is seeking an Enterprise Architect for an agency-wide Application Rationalization initiative. The Enterprise Architect will report directly to the Chief Information Officer.

Job Duties:

· Proactively and holistically help guide the enterprise through transformation and optimization initiatives, supporting the formulation of future strategy.

· Conduct comprehensive assessment of the organization’s IT portfolio including identifying all applications and evaluating their current and future state.

· Develop and implement a plan for rationalizing the IT portfolio including identifying and prioritizing applications that should be retired, retained, rehosted, re-platformed, refactors, or reimagined.

· Lead the execution of the rationalization plan, including managing any necessary changes and monitoring progress.

· Communicate with stakeholders ensuring alignment with business goals, and objectives.

· Managing and mentoring a matrix team of IT professionals to achieve the goals of the rationalization initiative.

· Identify and implement best practices for application rationalization and management.

· Lead analysis of the business’ future-state capabilities and future (and current) IT environment to detect critical deficiencies and recommend solutions for improvement to drive the business toward its targeted outcomes.

· Identify technology-enabled innovation opportunities that enables business strategy.

· Scan emerging technologies and the business ecosystem for major disruptive technology and non-technology trends (trendspotting) that affect business. Provides practical advice and best practices to take advantage of new, or emerging, opportunities and successfully deliver the expected business outcomes.

· Run technology experiments to create new products and services and integrate the best of these into steady-state operations for the organization.

· Leads evaluation, design, and analysis for the implementation of a solutions architecture across a group of specific business applications or technologies based on enterprise business strategy, business capabilities, value-streams, business requirements and enterprise standards.

· Manages and develops the architecture for a broader scope of projects or products, working closely with application architects that manage and design architecture for a single project or product or initiative.

· Develops a roadmap for the evolution of the enterprise solution portfolio from current to future state, as defined by the solutions architecture.

· Creates architectural designs to guide and contextualize solution development across products, services, projects, and systems, including applications, technologies, processes, and information

· Works closely with the program management office (PMO) or project management office to ensure the execution of plans corresponds with what is being promised throughout the project or product lifecycle

Qualifications and Requirements:

· Ten or more years of business experience in strategic and operations planning and/or business analysis.

· Ten or more years of experience in at least three disciplines, such as business, information, solution or technical architecture, application development, middleware, information analysis, database management or operations in a multitier environment.

· Knowledge of business ecosystems, SaaS, infrastructure as a service (IaaS), platform as a service (PaaS), service-oriented architecture (SOA), APIs, open data, microservices, event-driven IT and predictive analytics.

· Knowledge of business models, operating models, financial models, cost-benefit analysis, budgeting, and risk management.

· Familiarity with information management practices, system development life cycle management, IT services management, agile and lean methodologies, infrastructure and operations, and EA and ITIL frameworks.

· Strong leadership skills with exceptional soft and interpersonal skills, including teamwork, facilitation, and negotiation.

· Strong consulting skills such as targeted communications, engagement management, stakeholder management and business development.

· Excellent analytical, planning, and organizational skills.

· Excellent written, verbal, communication, and presentation skills with the ability to articulate new ideas and concepts to technical and nontechnical audiences.

Job Type: Full-time

Pay: $100,000.00 - $130,000.00 per year
