Division of Resource Management Mission Statement: Our mission is to provide the Department of Correction with professional and comprehensive services to correctional facilities in the fields of public-building design, construction, emergency services and to maintain physical plant infrastructure to create a safe and humane living and working environment.

Position Summary: The Division of Resource Management is seeking a Project Manager who will be responsible for construction project management, construction design, and data management skills to oversee and manage construction project work completed on Department of Correction sites through-out the Commonwealth. An ideal candidate for this role will be able to utilize their technical mechanical engineering and project management skills, data analysis, policy and procedure implementation and communication and problem-solving skills to ensure the work being completed is safe and compliant with federal, state, and local regulations.

Duties:

  • Exercise professional mechanical engineering ability in inspecting facility construction for contract compliance
  • Develop and review plans and specifications for bidding and construction; prepare reports on construction progress.
  • Acts as group leader for trades people in the design, cost estimating and construction for multiple construction projects.
  • Assists with the mechanical engineering information and the development of designs documents and estimates for design and construction of in-house projects.
  • Prepare building construction engineering reports making recommendations for action when appropriate.
  • Reviews and examines preliminary and final plans and specification for buildings and site work, to determine, if the plans and specifications provide installations that will be functionally effective, economical and in compliance with all relative codes and regulations.
  • The ability to prepare plans and specifications for in-house projects assigned. Oversee in-house construction projects to ensure compliance with plans, specifications, and sound engineering practices.
  • Reviews proposed changes to plans and specifications and recommend approval based on appropriate justification and cost estimate reviews.
  • Reviews and recommends approval of all invoices.
  • Reviews the existing building HVAC systems, including but not limited to, roof top heating and cooling units, steam heating systems, hot water heating systems, high pressure and low-pressure steam distribution plants, chillers, and chilled water distribution systems.
  • Has an understanding of decarbonization technologies as it relates to large building and campus heating and cooling systems.
  • Performs related duties to include but not limited to report writing, draft communications between the Department of Correction and other parties regarding all questions or directions necessary to expedite the project.
  • Performs other duties as assigned by the Director, Deputy Directors, and Operations Manager.

Preferred Qualifications:

Ability to plan, organize, direct, and coordinate complex and diversified projects. Ability to apply mechanical engineering principles to the solution of complex construction problems. Position requires incumbent to possess a diverse background in the construction field to include an emphasis on Mechanical Engineering and related construction. Familiar with the application of the laws, rules, regulations, policies, procedures, and guidelines governing commercial and industrial construction in the public sector. Demonstrated experience in Chapter 149 and Chapter 30 construction projects for state and county government. Thorough knowledge of engineering principles and practice as it relates to building mechanical systems.

Comments:

This is a Civil Service position. Please note that salaries for union positions are determined according to the provisions of the respective collective bargaining agreement. Qualifications

First consideration will be given to those applicants that apply within the first 14 days.

Applicants must have (A) at least six (6) years of full-time or equivalent part-time experience in trades, construction, construction management, inspection and/or alteration of building construction projects, of which (B) at least one (1) year must have been in a supervisory or leadership capacity; or (C) any equivalent combination of the required experience and the substitutions below.

Incumbents are required to have a current and valid Motor Vehicle Driver’s License at a Class level specific to assignment.
Substitutions:
  • An Associate’s degree or Technical degree in a related field may be substituted for one (1) year of the required non-supervisory experience.

A Bachelor’s degree in a related field may be substituted for four (4) years of the required non-supervisory experience
