Responsibilities Primary To This Position
Administration: Implement DVSC Board-generated long range and strategic plans as well as Board-approved policies and procedures. Supervise the management and use the DVSC assets and resources. Plan, organize, and evaluate DVSC administrative functions. Oversee the activities of the agency. Act as an agent of the Board when so designated. Represent DVSC as a delegate to the Membership of the Pennsylvania Coalition Against Domestic Violence (PCADV).
Board Relations: Regularly update the Board of Directors on all DVSC activity and issues which may have an impact on the agency. Assure the preparation of materials and information for Board members. Attend all Board meetings and other regularly scheduled Board events. Provide administrative orientation to new members.
Fiscal Management: Work with the DVSC Finance Committee and key staff members top prepare annual budgets and provide leadership and expertise about agency needs. Maintain working relationships with funding sources. Oversee fiscal activity, including record keeping and reporting and reporting, in accordance with the law and funding source standards and regulations.
Grant Management: Research new funding prospects. Prepare new and ongoing grant proposals to support and expand the work of DVSC in accordance with agency philosophy and goals. Monitor grant funded programs, projects, and services to assure compliance with contract provisions.
Program Development and Administration: Keep informed and up to date on literature, research, and legislation related to domestic violence, homelessness, and women’s issues. Implement Board-approved services and activities. Monitor and evaluate effectiveness. Maintain working relationships to PCADV. Assure compliance with PCADV Program Standards and other guidelines promulgated by federal, state, and local funders and regulatory agencies. Work with DVSC program Committee in the development and review of policies and procedures designed to meet the needs of DVSC service Recipients and the community. Recommend changes and enhancements to program policy and procedures through the relevant committees.
Community Relations and Systems Advocacy: Coordinate efforts with other agencies and community resources. Assist needs of the community regarding DVSC services. Assure the provision of information and education to the community regarding domestic violence and DVSC services. Assist and support PCADV Community Advocacy Committee and National Resource Center as requested.
Personnel Management: Provide leadership to DVSC staff. Assure that employees are hired, trained, evaluated, disciplined, promoted, and dismissed and per approved DVSC personnel policies. Provide direct supervision to evaluate the performance to the assigned staff. Provide “back-up” supervision and support to all staff as needed. Assure appropriate supervision to all staff through their assigned supervisors. Work with DVSC Personnel Committee to develop and renew policies and procedures designed to meet both staff and agency needs. Assure the facilitation of a professional atmosphere of support and assistance to employees, volunteers and students.
Record Keeping: Assured the required documentation of service provisions, financial management, personal management, and supervision as required by funders and other regulatory bodies.
Training/Education: Complete Counselor/Advocate training as required by the PA Protection From Abuse Act. Assure the training and orientation of new employees, volunteers and student intern.
Minimum Requirements
- A master’s degree preferred, or bachelor’s degree in social work, public administration, or other related field with demonstrated five years of administrative or supervisory experience.
- Grant writing education and/or experience required.
- An educational/experiential background in staff supervision; non-profit administration; statistical record keeping; program development, budget development; and computer literacy.
- Ability to work independently with minimal supervision; to manage in-house crisis situations; to provide crisis intervention; to exercise sound judgment; and to interact professionally and assertively with other professionals.
- An understanding of and commitment to client self-determination and trauma-informed services.
- An understanding of feminist philosophy and issues; of problems faced by victims of domestic violence; and of problems faced by disadvantaged and homeless women.
- Effective communication skills including writing and public speaking.
- PA Child Abuse History Clearance; PA Criminal History Background Check; FBI Criminal Background Check.
- Driver’s license, access to a motor vehicle, adequate insurance.
- Willingness to work toward the goals of the agency according to DVSC philosophy and policy, and to accept further education/training to develop skills appropriate to the position.
