Regional Director of Waiver Services
Determine types of waiver and skilled services to be provided and how to provide services in compliance within all guidelines from all governing regulators including the Pennsylvania Department of Health, the Office of Long-Term Living, Office of Developmental Programs and Managed Care Organizations based on the forecast of consumer demand. Establish and implement service goals, objectives, and procedures, at the direction of the Chief Operations Officer (COO) and conferring with management team members.
The Regional Director of Waiver Services will report to the COO and plan, direct, and coordinate the overall Service operations for a region determined by DON. This includes managing daily operations, strategic planning, and goal setting. Responsible for the performance of all department functions, including Program Development and PAS Coordination. The Regional Director of Waiver Services works to uphold excellent consumer service standards by managing the work performance of all direct reports. All activities must reflect the Independent Living Philosophy.
Previous experience managing multiple offices supporting multiple service programs in a diverse geographic region is required. Job locations will include travel among offices in New Castle (main office), Donora, Penn Hills, and Greensburg, depending on projects.
DUTIES AND RESPONSIBILITIES:
Under the general supervision of the COO, the Regional Director of Waiver Services is responsible to know and abide by specific program contractual expectations.
The Regional Director of Waiver Services is expected to manage and coordinate comprehensive services and assure that they are appropriate and meet the needs of the consumer/member to support them with the highest quality of life possible while remaining safely in a community/home setting of their choice.
Oversee activities directly related to providing services to all consumers in home care services the specific geographic region as defined by Management. Provide leadership to direct reports by setting clear work priorities, consistent and fair delegation of caseloads, and diligent follow up to monitor performance. Ensure the team delivers the quality and timely completion of Independent Living Plans (IL Plans) for each consumer and execution of those plans.
Be experienced with using HHaX, and maintaining EVV usage, ensuring proper documentation in all systems.
Work with the HR team to identify recruitment needs, participate in recruitment and hiring of staff.
Provide key input on and execute the strategic plan to meet all targets for the assigned region including targets for expansion, marketing, human resource training and development. Review consumer budgets, care plans, and other documentation pertaining to services to ensure productivity and goal achievement and to determine areas of service improvement.
Responsible for the quality and timeliness of all compliance documentation as stipulated in DON’s policies and procedures. Address and correct issues related to compliance with IL Plans, EVV usage, notes/records entry into HHA, and all other systems currently in use.
Conduct audits on direct reports’ administrative duties to ensure discipline on quality of content and adherence to deadlines. Complete administrative duties to ensure clear and accurate reports. Archive all information determined important by agency operations procedures.
Ensure timely and accurate billing is possible by working with direct reports to complete pre-billing reports.
Build and maintain positive and productive working relationship with external Service Providers and contracting agencies.
Manage staff, preparing work schedules to see that consumers’ needs are met and assign specific duties to appropriate personnel. Establish and implement departmental policies, goals, objectives, and procedures, conferring with management team members.
Build and maintain a positive and productive working relationship with consumers. Supports clear and consistent communication of objectives and plans between IL Coordinators and Consumers.
Assess critical incidents and directs actions to address such incidents. Counsel Coordinators and Attendants individually or in groups as needed, particularly in situations that are urgent or complicated.
Train new employees in areas such as agency policy, department procedures, and agency or government regulations. Provide in-service training for workers in areas such as new policies, procedures, and regulations. Conduct or direct staff development programs.
Review and evaluate performance of staff members and recommend clear and decisive action. Manage direct reports’ performance.
Responsible for staffing with the support of Human Resources. Ensures the proper staffing according to consumers’ needs. Determine staffing requirements, and oversee personnel processes including interviewing, and training of new employees. Determine staffing requirements for initiation of services.
Prepare management reports on the activities of the PAS Coordinators.
Participate in developing and implementing agency administrative policy.
Comply with the policies and procedures established by DON SERVICES in the Employee Handbook.
Other duties as assigned.

May authorize service in accordance with agency policies and procedures.
Hire new staff to fill vacant positions or newly created positions in accordance with approved budget.
May undertake disciplinary actions of staff within their scope of responsibility in accordance with agency policy.
