JOB SUMMARY:


In accordance with Douglass Community Services’ philosophy and mission, develops and coordinates all DCS youth programs including Kids in Motion (KIM), Minds in Motion (MIM), Court Appointed Special Advocates (CASA), and the BEST program. Provides direction and leadership to the program through supervision of program employees, participants, and volunteers.


ESSENTIAL RESPONSIBILITIES:


  • Directs program operations in a manner consistent with the requirements of contractual agreements, laws, regulations, grant funding documents, and policies of Douglass Community Services, Inc.
  • Obtains sufficient funding to grow the program KIM/TIM MIM/CASA and meet all established financial goals.
  • Works with DCS CEO and DCS Board to develop strategic planning for youth programs and then effectively attains said outcomes with the COO.
  • Supervises program execution and works with KIM, MIM supervision to ensure program objectives & participant safety through site visits & other such relevant steps.
  • Responsible for KIM, MIM, and BEST program participant recruitment and screening, as well as training and work assignments for KIM.
  • Develops fundraising activities for programs, and writes grants to assist in programming needs.
  • Writes VOCA, SSVF, and other grants for the sustainability of the CASA program.
  • Maintains knowledge of current significant theory and literature on Juvenile Court law as it pertains to the CASA cases, child abuse/neglect and family violence.
  • Supervises the work of the volunteer coordinator, which includes recruitment, screening, training, assignment and supervision of volunteers. 
  • Will substitute for CASA Volunteer Coordinator when necessary, providing needed advocacy to the children.
  • Maintain membership in the National CASA Association and Missouri CASA Association by ensuring that all certification standards and self-assessments are being met at all times.
  • Prepare reports as requested by the Missouri CASA Association.
  • Prepare annual statistics reports as requested by the National CASA Association.
  • Prepare for National and Missouri CASA assessment to maintain compliance.
  • Complete package to receive, track and record MOCASA, OSCA and Title IV E monies.
  • Meet regularly with Court, Juvenile Office, Guardian Ad Litem, and Children’s Division staff, keeping all informed of relevant activities, issues, and problem-solving.
  • Attend Missouri CASA program director retreats and training.
  • Attend the National CASA Conference when available and funds are available.
  • Maintains the program data system in an efficient and effective manner.
  • Provides weekly and monthly reports to the CEO, COO or any other relevant parties.
  • Maintain a donor base and tracking system for both monetary and non-monetary resources.
  • Create and/or oversee the timely development and release of press packets (website updates, print newspaper, radio PSAs, social media, etc.) and public relations material used to increase public awareness of our needs (donors, volunteers) for all programs.
  • In conjunction with the DCS CFO, responsible for maintaining a balanced and detailed program budgets. Manages expenditures, procurements and inventory as applicable to approved budget and procedures. Prepares purchase requisitions for all related costs.
  • Establishes and maintains relationships with professionals in local, state and national organizations in the field and in other related community agencies.
  • Recruit, mentor and supervise interns when needed.
  • Schedule speaking opportunities and table set up opportunities for recruiting/ donations/information for all programs.
  • Research additional programs for at-risk children and youth for program development.
  • Attends relevant trainings to keep up-to-date on developments in the field.
  • Performs other duties as assigned by the supervisor.



NON-ESSENTIAL RESPONSIBILITIES:

  • Collaborates with other programs serving similar functions in the community to assure a cohesive approach to the demographic served.
  • Participates in community events in order to promote awareness of the Youth Services programs.
  • Assists with general operations of the office with regards to organization of work areas, answering phones, etc.
  • Assists in obtaining and documenting in-kind.



EDUCATION AND SKILLS:

  • A Bachelor’s degree or higher in Social Services, Business Administration, Criminal Justice or related field preferred.
  • Experience in management at a human services agency, with a record of proficiency in program development, fund raising, grant writing, staff management, budget management, and community relations is highly desirable. 
  • Strong written and verbal communication skills and the ability to plan and organize work, take initiative, make independent judgments, promote teamwork,  and maintain confidentiality are also required to successfully fulfill this job’s responsibilities. 
  • Three to four years’ experience with case management activities of families is also necessary.
  • Successful candidates must be able to present a professional appearance and demeanor with the general public.
  • Possess knowledge of child abuse/neglect, family violence and Juvenile Court procedures.
