Responsibilities
Draper is seeking an Entry Level Cost Estimating Analyst who will support costing and pricing proposals from RFP and proposal authorization to coordinating inputs and guiding the proposal financials through the management review process. This position, reporting to the Associate Director, Corporate Finance, works closely with the various functional teams such as Engineering, Procurement, Program Management and Contracts.
Primary Responsibilities:
- Develops, analyzes, evaluates, coordinates, prepares, and supports cost proposals to government and commercial customers
- Coordinates the collection and accumulation of cost input from cross-functional departments
- Supports consolidation and pressure-testing of basis of estimates (BoEs) across all elements of cost (Labor, Material, Travel / Other Direct Costs, Subcontracts) for accuracy and completeness
- Researches and analyzes historical data, and develops cost models to support proposal efforts and determine the of accuracy of functional estimates
- Assesses estimating techniques and historical actuals documentation
- Evaluates Bill of Materials (BOMs), selects appropriate pricing methods (e.g., purchase order history, vendor quotes, etc.), and ensures all quotes are recent
- Consolidates cost estimates in pricing tool / ERP system
- Generates cost volume, financial analyses, and ad hoc support as needed
- Ensures adherence to Federal Acquisition Regulations (FAR), certified cost and pricing compliance (aka TINA), and internal policies and procedures with regard to estimating, cost proposal preparation, review, compliance, submission, and updates / revisions
Qualifications
Basic Qualifications:
- Previous experience in cost estimation
- Bachelor’s degree in business, accounting, finance or related discipline and 1-3 years of relevant experience
- Able to communicate and present cost estimating information to leadership
- Must have the ability to obtain and maintain a Secret Clearance
Preferred Qualifications:
- Active Secret clearance
- Experience in bidding to different contract types (FFP, FPIF, CPFF, CPIF, T&M)
- Excellent communication and analytical skills
- Detail-oriented with the ability to ensure bids are completed on schedule
- Proficient in handling multiple projects simultaneously
- Self-starter that is capable of working independently and in a team environment
