Project Summary

Working alongside project and program leadership, the Program Manager will oversee and manage a team that facilitates the integration of Business and IT, guides the prioritization of project and programs resources and support balanced decision-making. The team assists with the establishment of processes, templates, and tools, to standardize across the agency/mission area. The teams supports data calls and reporting requests from external and internal stakeholders, establishing processes to ensure that the appropriate stakeholders are engaged, and responses are approved submitted within delivery timelines.  The team also provides additional functions required to support operations across the portfolio of IT projects, such as establishing and operating a Single Point of Entry (SPOE) for all IT projects, and a community of practice. DRT collaborates with stakeholders across the organization, using skilled resources to support delivery, and providing mentoring and leadership utilizing a consistent methodology, tailored to the needs of the Agency.

DRT is seeking a dynamic Program Manager to lead DRTs engagement with the Agency’s Program/Project Management Office.  The Project Manager will support all aspects of service delivery to ensure that the call order is delivered as required, in a professional manner, and with high levels of quality and customer satisfaction.  Success in this role requires a candidate who can handle a high-degree of flexibility, works well in a fast-paced environment, and thrives delivery high quality work products that support the mission. This role will require someone who can handle ambiguity, balancing changes in priority, and managing complex relationships with a delivery team and customers in multi-geographical locations across the US. Travel is limited by may be required.

Responsibilities

  • Conduct the project in a timely manner ensuring the quality of work products, maintaining financial soundness of the project, managing engagement with clients and stakeholder, and reporting progress and issues
  • Develop and maintain relationship within the IT PMO organization, and working with stakeholder holder to identify pain points and deliver innovative solutions.
  • Oversee and manage the implementation of IT PMO processes and procedures across projects
  • Directly manage and coordinate a number of simultaneous projects and activities through all phases of the investment management life cycle
  • Coordinate project management logistics across staff and support the DRT team
  • Consult with the customer to ensure conformity to contractual obligations
  • Establish and maintain technical and financial reports to show progress of programs and projects to management and customers
  • Perform internal DRT Task Order management tasks including status reporting, time and expense approval, and financial tracking
  • Collect and integrate information in a routine and predictable manner to serve as the source for all types of program-level reporting
  • Provide guidance, strategic direction and support for the government Project and Program Management Office.
  • Develop and update deliverables lists, Work Breakdown Structures, integrated master schedules and other program management information weekly or more frequently when changes dictate.
  • Validate monthly reporting inputs for schedules, risks, performance metrics, and costs to ensure they are consistent and accurate
  • Facilitate stakeholder discussions, document agreements, and manage action items to closure
  • Ensure conformity to contractual and DRT obligations and requirements
  • Prepare briefs, meeting materials (agendas, briefings, minutes, etc.), and facilitate meetings
  • Engage with stakeholders across the enterprise to identify pain points and define new solutions

Required Experience

  • Must have or be able to obtain a Public Trust Clearance.
  • Eight (8) or more years of experience, of which at least five (5) years were providing IT or PMO support and four (4) must have been leading or managing a team.
  • Strong knowledge and experience with stakeholder management, project management, risk management, portfolio management,
  • Excellent verbal, written communication skills and organization skills
  • Strong proficiency with Microsoft Office Suite including Project and Visio
  • Strong attention to detail, ability to think on their feet, a self-starter, critical thinking and problem-solving skills
  • Leadership and motivational ability, and effective time management
  • Ability to manage multiple tasks and prioritize workload based on needs of the client
  • Ability to work with the client with minimal supervision; this may involve identifying new opportunities to bring value to the client without direction

Preferred Experience

  • Experience with CPIC and OMB-300 reporting
  • Familiarity with the USDA, IT or Cybersecurity Organization
  • Familiarity with governance and project management in a federal government environment
  • Familiarity with Continuous Diagnostics and Mitigation (CDM)
  • Familiarity with Earned Valued Management (EVM)
  • Familiarity of Software SDLC including Waterfall, Agile, SaFE, and mixed methodologies
  • Experience with MS Project, EVM and cost tracking

Education and Training

  • Bachelor’s degree
  • PMP certification required
