Onsite: 5 days a week , Schedule: Hybrid, up to 2 days remote and at least three days in office with 2 days required to be Tuesday and Thursday

Rate: 35-40/hr

Temporary full-time grant administration support for up to 52 weeks to the City of Boston for Emergency Solutions Grant CARES Act (ESG-CV) and other grants. Includes review and processing of program requisitions, contract management and budget oversight.

Under the direct supervision of the Senior Housing Development Officer, the Housing Development Officer will implement and manage programs created through an investment from the Federal CARES Act in Emergency Solutions Grant - COVID 19 (ESG-CV) Program funds through the U.S. Department of Housing and Urban Development (HUD). ESG-CV funds can be used to fund emergency shelter, rapid rehousing and homelessness prevention activities that are necessary to respond to the public health and economic ramifications of COVID-19.

The Temporary ESG-CV Housing Development Officer will be responsible for the planning, development, implementation, oversight, programmatic and financial reporting, monitoring, and compliance of the ESG-CV funding received through the Federal CARES Act. The primary role of this position is to ensure that ESG-CV funding is used effectively, efficiently, and in compliance with all applicable rules and regulations as stipulated in the Federal CARES Act and as required by the City of Boston as the ESG recipient. This position will work closely and in collaboration with the sub-grantees providing direct client services using ESG-CV funding.

Primary Responsibilities and Tasks:

  • Provide oversight and direct coordination of the ESG-CV and other funding with the policy planning team to ensure all parties are on track with project requirements, deadlines, and schedules.
  • Establish effective project communication plans and ensure implementation and execution.
  • Conduct necessary monitoring to ensure all provider staff are familiar with HUD and City requirements and expectations and that programmatic operations uphold fidelity to the same.
  • Manage contracts funded through the ESG-CV program and other programs, including all administrative and programmatic tasks, including reviewing and processing payment requisitions and providing guidance and support to sub-recipients on ESG-CV requirements.
  • Work closely with the City’s Homeless Management Information System (HMIS) team and Data work group to support ESG-CV and other subrecipients with using Clarity or a comparable HMIS system or database, reporting data, and participating in Coordinated Entry.
  • Assist in the evaluation of ESG-CV and other programs to ensure strategic allocation of resources and develop program redesign recommendations as warranted.
  • Assist in program evaluations and policy development to achieve system performance measures and outcomes.
  • Maintain project records and ensure accurate and timely completion of ESG-CV and other quarterly reporting to HUD.
  • Performs related work as required.

Minimum Entrance Qualifications:

  • At least two (2) years of experience with administrative procedures including review and processing of program requisitions, contract management and budget oversight.
  • Strong negotiation, communication, organizational, and interpersonal skills.
  • Strong knowledge of Microsoft Office and Google Suite
  • Ability to work independently, in a remote environment or on-site at a work location.
  • Ability to work with a diverse team in a fast-paced environment.
  • Enthusiasm and the ability to thrive in an atmosphere of constant change.
  • Ability to exercise good judgment and focus on detail as required by the job.

Preferred:

  • Bachelor’s degree in Public Administration, Public Policy, or Public Health preferred.
  • Strong knowledge of Salesforce and HUD reporting systems, such as HMIS, SAGE and esnaps preferred.
  • Familiarity with HUD regulations, specifically the Continuum of Care program, the HEARTH Act, the CARES Act and the Emergency Solutions Grant program.
  • Understanding of housing issues and programs including those that serve people at risk of or experiencing homelessness.

Job Types: Full-time, Contract

Salary: $30.00 - $35.00 per hour
