What are the responsibilities and job description for the Support Services Supervisor position at East Bay Regional Park District?
The current vacancy will be assigned to the Communications Unit. Under supervision, you will be responsible for the creation, implementation, and on-going operation of a Quality Assurance/Quality Improvement Program. You will coordinate with other units to ensure the Standard Operating Procedures meet CALEA, Agency and POST standards. You will update and manage all aspects of the existing Communications Training Program for trainees as well as the POST/Agency required training for the Communications Center staff.

The hiring pools established as a result of this recruitment will be used to fill the current vacancies and additional vacancies that may occur during the one-year life of the hiring pools.

Under general direction, plans, coordinates, and directs the activities of support services units including Communications, Records, or Property and Evidence; develops and implements policies and procedures; performs a variety of complex technical work; and performs related duties as assigned.
ESSENTIAL FUNCTIONS:
- When assigned to Communications the focus will be on Quality Assurance/Quality Improvement, the Communications Training Program, Dispatcher/POST Training and Policies/Procedures related to the Communications Unit;
- Plans, coordinates, and directs the operations of assigned divisions;
- Selects, directs, supervises, trains, motivates, and evaluates assigned personnel, including working to promote good performance, correct deficiencies, and implement discipline procedures if necessary;
- Identifies and resolves work problems, including staffing and online scheduling;
- Interprets and correctly applies departmental policies and procedures;
- Coordinates with the Communications, Records and Property Manager for expenses related to the Communications, Records and Property and Evidence Units' budgets;
- Acts as the Department of Justice California Law Enforcement Telecommunications System (CLETS) access coordinator;
- Assures compliance with federal, state, local, and Park District mandates;
- Serves as liaison with other units and divisions throughout the division and Park District;
- Responds as necessary to emergencies that might arise during 24-hour shift operations such as alarm activations, large scale complex incidents, or emergency access to property and evidence;
- Prepares and completes statistical analysis and reports, including Uniform Crime Reporting for the Department of Justice;
- Performs Department of Justice compliance audits;
- Oversees the application of appropriate codes, Public Records Act statues, and government code sections related to the storage, retention, and release of the Public Safety Division records, property, and evidence;
- Responsible for all applicable CALEA standards such as the collection, storage, retention, and release of records, property, and evidence;
- Performs related duties as assigned.
Equivalent to the completion of the twelfth grade, and 60 semester or 90 quarter units of college level courses in public administration, business administration, records, property and evidence, or a related field.
AND
Experience:
Three (3) years of progressively responsible experience in law enforcement work related to communications, records, or property and evidence including one year in a supervisory capacity.
AND
License or Certificate:
- Possession of a valid Class C California Driver's License with a satisfactory driving record is a condition of initial and continued employment in this classification.
- A valid CA Peace Officer Standard and Training (POST) Records, Dispatch Supervisor, Trainer or Training, Property and Evidence certificate OR equivalent. Any of the afore mentioned or an equivalent for the state where you reside would suffice to meet this requirement.
- Principles, methods, and practices of effective employee supervision and development;
- Public Safety Division procedures, functions, and reporting relationships;
- Operations of and procedures in law enforcement functions, including records management and property and evidence control;
- Budget management and techniques;
- Pertinent codes such as Public Records Act, government code, civil code, vehicle code, evidence code, and penal code;
- Office procedures, methods, and equipment including computers and applicable software applications such as word processing, spreadsheets, databases, database management systems, records management systems, and computer aided dispatch systems.
- Plan, organize, and supervise the work of others; develop staff through formal and informal training;
- Write clear, concise, accurate, and comprehensive reports and statements; learn, interpret, explain, develop, and apply departmental policies and procedures;
- Learn, understand, and retain changing legal statutes and laws; carry forward several projects simultaneously;
- Practice sound, independent judgement in setting priorities in the furtherance of the Park District's mission and vision;
- Assist with preparation and monitoring of the unit's budget; operate a motor vehicle for travel to various locations;
- Effectively follow oral and written instructions;
- Move, carry, or drag heavy items of property and evidence weighing up to 35 pounds;
- Operate office equipment including computers and supporting word processing, spreadsheet, and database applications;
- Communicate clearly and concisely, both orally and in writing;
- Establish and maintain effective working relationships with those contacted in the course of work at all levels, including a culturally diverse general public, with a focus on quality service to internal staff and external customers and park users.
CONDITIONS OF EMPLOYMENT
- Ability to pass a level 3 background screening.
- Possession of a valid California Driver's License with a satisfactory driving record is a condition of initial and continued employment in this classification.
- Must wear a Park District uniform.
- May be required to work nights, weekends, holidays, and serve in an on-call status.
- All East Bay Park Regional District employees are required to be vaccinated against COVID-19 as a condition of employment.
