What are the responsibilities and job description for the Contracts and Pricing Manager position at ECODIT LLC?
The Contracts Manager will provide contractual management and support to a portfolio of ECODIT’s programs and will report directly to the Director of Contracts. The Contracts team within ECODIT provides “full cycle” support of the Contracts function, from the initial stages of proposal and budget development through award negotiation, implementation, and close out.
Responsibilities:
- Participate in new award reviews, negotiations with the client, and start-up of new projects, providing guidance on contract terms and conditions to program teams and other stakeholders within the firm.
- Within an assigned portfolio of contracts, perform the general contract management of each project, including ensuring compliance with USG regulations and contract terms and conditions, negotiating and issuing a range of subagreement/subcontract types - consultant agreements, subcontracts (CPFF, T&M, Firm Fixed Price), purchase orders, and grants under contract.
- Prepare and submit correspondence to the client for approvals, waivers, funding notifications, modification requests.
- Submit administrative and compliance reports as required by contract terms and conditions such as FFATA reporting; Service Contract Act reporting; GSA IFF reporting; Implementing Partner Notice Portal; run excluded party background checks.
- Review and/or prepare budgets and budget realignments for contract modifications.
- Conduct internal compliance reviews as guided by the Director of Contracts and assist in the preparation for external audits, including audits by USAID of ECODIT’s Incurred Cost Proposals.
- Assist the Director of Contracts in the development and delivery of contracts training modules and related policies.
- Help develop and maintain tools, templates and trackers to help the firm effectively track and manage its prime awards and sub-awards and comply with its ISO 9001 Quality Management System requirements.
- Provide proposal support, review client solicitations, participate in budget strategy for proposals, contribute to the development of full cost/business proposals for submission to clients, work with partner/subcontractor organizations for collection and negotiation of cost proposal/budget elements.
- Other related duties/tasks as may be assigned.
Qualifications:
- Master’s Degree in related area with a minimum of six years of relevant experience, or Bachelor's degree with eight years of relevant experience in a relevant field;
- Experience with the administration of USG (preferably USAID) contracts, working with the FAR, AIDAR, ADS, CFRs and other donor/client regulations;
- Experience working with different types of contracts, including Cost Plus Fixed Fee (CPFF), Time and Materials (T&M), Firm Fixed Price (FFP), as well as grants under contract;
- Knowledge of the compliance environment and relevant rules and regulations within the international development sector;
- Familiarity with GSA MAS and OASIS Contracts desirable;
- Effective communication skills across global audiences and remote/virtual offices;
- Demonstrated ability to produce high quality documents in Microsoft Office Suite (Excel, Outlook, Word, PowerPoint);
- Comfort with and experience working with various IT platforms (MS Teams, cloud-based drives, VPNs, conference calling);
- Strong verbal and writing skills in English; second language is a plus;
- Attention to detail and ability to multi-task and prioritize tasks;
- Adaptability and flexibility to work with multiple team members;
- Willingness to occasionally travel internationally and to work with colleagues and clients across time zones around the world;
- Current U.S. work authorization required.
