Quality Assurance Specialist – Workforce Innovation and Opportunity Act (WIOA)

CATEGORY/LEVEL: PSS/8, 12-month contract

BASIC FUNCTION: We are seeking a dedicated and experienced Quality Assurance Specialist to oversee the implementation and compliance of Workforce Innovation and Opportunity Act (WIOA) programming within the Title I service area in the state of Iowa. The ideal candidate will possess a strong understanding of WIOA regulations, excellent analytical skills, and a passion for ensuring the quality and effectiveness of workforce development initiatives. Ability for frequent travel throughout the region.

 

START DATE: ASAP  

SALARY AND BENEFITS: Starting salary of $44,600 to $54,700 based on experience. Benefits package includes Blue Cross/Blue Shield health insurance; eye care, dental, life and disability insurance; paid vacation and sick leave; a choice of IPERS or TIAA retirement plans and a variety of additional optional benefits.  

REQUIRED QUALIFICATIONS:

  • Bachelor’s degree in public administration, social work, business administration, or a related field. Master’s degree preferred.
  • At least three years of experience working in workforce development, human services, or a related field, with a focus on program compliance and quality assurance.
  • In-depth knowledge of the Workforce Innovation and Opportunity Act (WIOA) and related regulations.
  • Strong analytical skills and attention to detail, with the ability to interpret complex data and regulatory requirements.
  • Excellent communication skills, including the ability to present information clearly and effectively to diverse audiences.
  • Demonstrated ability to work collaboratively with internal and external stakeholders to achieve common goals.
  • Proficiency in Microsoft Office Suite and data management software.

RESPONSIBILITIES AND DUTIES:

>Compliance Oversight
• Ensure adherence to federal, state, and local regulations governing WIOA programming.
• Conduct regular audits and reviews of program documentation, participant records, and performance metrics to verify compliance.
• Identify areas of non-compliance and develop corrective action plans to address deficiencies.
>Program Evaluation
• Design and implement evaluation strategies to assess the effectiveness and impact of WIOA programming.
• Analyze data and performance indicators to identify trends, patterns, and areas for improvement.
• Generate reports and recommendations for program enhancements based on evaluation findings.
>Training and Technical Assistance
• Provide training and technical assistance to staff, partners, and stakeholders on WIOA regulations, policies, and best practices.
• Serve as a resource for interpreting and implementing WIOA guidelines and requirements.
• Facilitate workshops and informational sessions to promote understanding and compliance with WIOA standards.
>Quality Improvement Initiatives
• Facilitate initial contact with referrals, provide soft eligibility screening, document required information, and initiate next step for participant.
• Collaborate with program managers and stakeholders to develop and implement quality improvement initiatives.
• Monitor the effectiveness of quality improvement efforts and adjust strategies as needed to achieve desired outcomes.
• Foster a culture of continuous improvement and innovation within the organization.
>Documentation and Reporting
• Maintain accurate and up-to-date documentation related to program activities, compliance efforts, and quality assurance initiatives.
• Prepare and submit required reports to regulatory agencies and funding sources in accordance with established deadlines.
• Ensure that all reporting requirements are met in a timely and accurate manner.
Perform in a manner which strengthens the coordination and cooperation of all organizational components of the College, including opportunities for student recruitment.
