ECU Health Information Services (IS) provides infrastructure and comprehensive information technology (IT) support, enabling all aspects of organizational operations. The IS team is based out of a state-of-the-art data center in Greenville, providing services to ECU Health locations throughout eastern North Carolina. ECU Health facilities share a common IT platform that includes an electronic health record (EHR) using Epic's suite of applications.

ECU Health has achieved Meaningful Use Stage 2 recognition and is also approaching Stage 7 for HIMSS Analytics' Electronic Medical Records Adoption Model (EMRAM) recognition.

Position Summary

The Vice President, Technology Services/Chief Technology Officer (VP/CTO) serves as the technology strategist for ECU Health and plays a key role in the organization's digital transformation. The Vice President/CTO will be the architect of technical strategy and standards for ECU Health's infrastructure to enable delivery and high availability of standard, health system clinical and business applications, as well as products that keep ECU Health at the forefront of digital and technological growth. This position works with Information Services (IS) and business leadership to define and implement policies, procedures and technical solutions that ensure interoperability, manage security risks, lower total cost of ownership and provide a platform for scalable future growth. As a business executive, the Vice President/CTO will offer business rationale and perspective to technology opportunities and investments. This position will be a technology advocate throughout the organization for the effective application of technology to meet business needs and to support business changes and growth. The VP/CTO is responsible for the direction of IS technology functions and management of Technical Infrastructure staff. Technology functions include server, storage, image, end user computing, collaboration and telephony, and all other communications and processing systems, as well as, data center operations and disaster recovery. This position demonstrates strong influence and communications skills to interact successfully and effectively within the IS department and with executives and business unit leaders. The VP/CTO reports to the Chief Information Officer.

Scope:
ECU Health is a mission-driven, 1,512 bed health system that annually serves more than 1.4 million people in 29 eastern North Carolina counties. The not-for-profit system is made up of more than 12,500 employees, eight hospitals, home health, hospice, wellness centers, and ECU Health Medical Group, a multi-specialty physician and provider group with more than 500 providers in more than 90 locations in eastern North Carolina. ECU Health is affiliated with The Brody School of Medicine at East Carolina University. As a major resource for health services and education, ECU Health has a mission to improve the health and well-being of eastern North Carolina. Net operating revenue is $1.8B.

Minimum Requirements

  • Bachelor's degree in computer science, information systems, engineering, mathematics or business required or higher.

Experience:

  • At least 10 years of management experience as a senior level information systems professional with a strong technical background and proven track record of accomplishments in a large, complex multi-entity organization.
  • A track record of successfully developing and implementing IS strategies at an enterprise level, including the research, selection, implementation, operation and maintenance of large-scale systems over multiple hardware and software platforms.
  • Experience in the healthcare industry is ideal, with an understanding of the industry's drivers, direction and operations.
  • Prior experience delivering high availability systems in a 24/7 environment across geographically dispersed business units.

Skills:

  • A technically strong individual with a broad and deep knowledge of hardware platforms, operating systems, software development languages, commercially leading database management systems, storage technologies, data communications, data center operations, and cloud services.
  • Ability to motivate and manage diverse technical staff and resources in multiple projects through all life-cycle phases, while establishing direction and standards and maintaining a high level of user trust and confidence in the group's knowledge of and concern for users' business needs.
  • Polished professional with demonstrated information technology experience and strong communication skills that can rapidly gain and maintain credibility with business leaders and IS colleagues. Able to translate information technology jargon into terms understandable by all audiences.
  • Innovative thinker who understands the practical application of technology and is able to plan for systems today that will carry the organization into the future.
  • Thoroughly understands customer operations, anticipates needs, and pursues effective and efficient solutions. Experience managing to service level agreements in either an insourced or outsourced professional services operation.

Travel:

  • Frequency and duration of travel is dependent on organizational priorities and the need for face-to-face interaction with operating unit leadership and staff. Travel to ECU Health Community Hospitals, Physician Practices and off-site locations.
  • Participation in vendor user groups, education forums and other professional associations may require out-of-town travel.

Communication skills:

  • Ability to read, analyze, and interpret general business periodicals, technical procedures, or governmental regulations.
  • Ability to write reports, business correspondence, and procedure manuals.
  • Ability to effectively present information and respond to questions from groups of managers, staff, end users, all levels of management, and vendors.
