About PowerCorpsPHL
Launched in September 2013, PowerCorpsPHL is a City of Philadelphia AmeriCorps initiative operated by EducationWorks. PowerCorpsPHL engages disconnected young adults and returning citizens to enter and succeed in career pathways by using service as the strategy to provide career-connected education and paid, work experiences. Working closely with partners in the public and private sector, PowerCorpsPHL members engage in a 12-month phased experience tackling pressing environmental challenges in Philadelphia and developing the skills required to secure meaningful work.

PowerCorpsPHL is a participant in the Delaware River Climate Corps – an initiative supported by the William Penn Foundation to expand and establish Corps infrastructure within the Delaware River Watershed. Reading was selected as one of 10 communities to receive funding for a Corps and PowerCorpsPHL was selected to facilitate the launch and management of this site.
Position Summary
The Program Manager will lead the implementation of a pilot expansion site for PowerCorpsPHL in the City of Reading, PA. This position will be responsible for program development, AmeriCorps member recruitment and retention, program operations, service delivery of the local Corps, and relationship management with key stakeholders. This program will engage 10 Corps members in the pilot year with the intention of doubling this number by the end of Year 3.
In the pilot year, the Program Manager will use extensive support from the PowerCorpsPHL leadership team, and collaboration with various partners, to accomplish both the needs of service partners and those of the Corps members seeking professional growth and next steps. This position requires strong relationship-building skills, organization, problem-solving, follow-through, and collaboration. This position will report to the PowerCorpsPHL Director of Technical Assistance while receiving direction and support from a local Reading Climate Corps Steering Committee. This position will manage one Crew Leader in the pilot year dedicated to day to day supervision of Corps members and executing service projects. In subsequent years the number of staff under the Program Manager will grow along with the site.
Duties and Responsibilities
The Program Manager will:
· Provide site leadership, including:
o Planning, prepation, and leadership over Corps member recruitment and onboarding
o Collaboration with the PowerCorpsPHL Data & Operations Team to ensure a smooth enrollment process
o Management and coaching of Crew Leaders and other staff as they are hired
o Management and development of relationships with key partners and stakeholders
· Facilitate Corps member development, including:
o Design and oversight of corps member training, including a multi-week Pre-Service Orientation
o Arranging of opportunities for exposure to potential employers, industries, educational programs, or professional development that members can use to pursue their next steps
o Vetting of service projects for learning and growth opportunities
o Development of site culture and professional standards and holding staff and Corps members accountable to meeting them
· Ensure Corps member success and program completion, including:
o Direct case management with corps members to navigate barriers to stability and program completion and/or connect corps members to critical social services
o Development of local partnerships and resources to support the physical and mental health and wellbeing of program participants
o Deployment of trauma-informed practices through staff and through partners where possible
o Monitoring of service hours, program benchmarks for members, and incentives for staying on track
· Manage completion of service commitments, including:
o Identification of service project needs from service partners, including City departments and other affiliated community organizations
o Scheduling of service deployments and week-to-week adjustments as needed
o Creation of work order documents to communicate projects and tasks to the Corps
o Acquisition of tools, equipment, materials and support needed for the Corps to complete each project
o Provision of quality control where needed to ensure service partner satisfaction
· Perform administrative functions, including:
o Collecting and reviewing data on Corps member progress and milestones, as well as service delivery
o Verifying timesheets, tracking staff and Corps member time off, and other managerial duties
o Working with the Data & Operations team to generate reports for various stakeholders
o Preparing or securing outreach materials for recruitment and/or community outreach about the program
Education, Experience & Skills Required
· Bachelor’s degree in human services, social work, environmental science, or related field with a minimum of 2 years experience working with Opportunity Youth and/or similar high-risk population in a leadership position
OR
5 years of experience working with Opportunity Youth and/or similar high-risk population including time spent in a management position
· Commitment to equity, inclusion, and the advancement of young people facing barriers to success
· Meaningful experience leading and managing young people ages 18-26 who have been involved in the criminal justice system and/or experienced challenges consistent with opportunity youth
· Experience in program management, planning for and achieving goals over an extended period
· Excellent self-direction and ability to take ownership and drive responsibilities to completion
· Excellent written, oral, interpersonal, presentation, and organizational skills
· Ability to establish and foster relationships with cross sector partners and collaborate as a team
· Knowledge of the City of Reading and Berks County geography and community
· Willingness to meet with Corps members and partners in outdoor areas and engage in physical activity
· Proficiency in Microsoft Office, Constant Contact, and Canva
· Valid driver’s license and comfort navigating new areas
Preferred Qualifications
· Proficiency in spoken and written Spanish strongly preferred
· Experience in vocational education and/or youth workforce development strongly preferred
· Experience in project management, balancing timeline, resources, and scope to produce quality results
· Experience with service-learning, AmeriCorps programming, or conservation corps strongly preferred
· Experience with database management and recording and tracking of data

Pay: $50,000.00 - $55,000.00 per year
