CAREER LADDER TITLE: Business Analyst

JOB DESCRIPTION: The Strategic Sourcing Specialist will provide subject matter expertise on subcontracting policy, monitor performance of DoD subcontracting goals, and provide regular expertise on ways to increase subcontracting to small businesses. The Strategic Sourcing Specialist will work with the Defense Contract Management Agency (DCMA) on monitoring compliance with the Comprehensive Subcontracting Test Program (CSP), provide data analysis on subcontracting performance through the Electronic Subcontracting Reporting System (eSRS), and make recommendations to OSBP on DOD policies and directives that could increase subcontracting opportunities for small businesses. The Strategic Sourcing Specialist will have a broad knowledge of contracting operations, pre-award, post-award, and closeout actions
CLEARANCE REQUIREMENTS: Secret
EDUCATION REQUIREMENTS: Bachelor’s degree
EXPERIENCE REQUIREMENTS: 10 Years, OSBP Experience Desired
TASK ONE. Coordinate regularly with DCMA to ensure data alignment on small business subcontracting performance.
TASK TWO. Research, query eSRS, and provide data analysis on subcontracting metrics for subcontracting reports and other written products. This is performed on average 2-3 times annually in coordination with the reports due bi-annually.
TASK THREE. Develop data visualizations for subcontracting reports and other written products. (Performed monthly – an average 12 reports yearly)
TASK FOUR. Research and provide analysis of subcontracting policies and make recommendations to improve subcontracting governance.
TASK FIVE. Draft written materials such as white papers, reports, and briefing slides to respond to requests for information. Estimated at a minimum of 20 per year.
ADDITIONAL REQUIREMENTS:
The implementation and enforcement of Executive Order 14043 is currently suspended under an injunction pending further litigation.
