The Senior Manager position grows, develops, and leads large-scale governmental programs. This role requires knowledge of and significant experience with federal and state government programs such as Federal Emergency Management Agency (FEMA) and/or US Department of Housing and Urban Development (HUD) related disaster programs. Drives business development through opportunity identification, market & client strategy development, proposal creation, and internal & external relationship development.

Leads large, complex programs implementing major state and community-level post-disaster recovery efforts, including administering federal financial assistance, such as FEMA, HUD Community Development Block Grant (CDBG), and other governmental programs such as IIJA, ARPA and U.S. Treasury funds.
Drives revenue through new and incremental growth of current and prospective clients.
Negotiates, prepares, and processes documents such as agreements, contracts, and requests for proposals/qualifications to support program operations.
Manages the team through all phases of a program including strategic planning, work planning, mobilization, execution, and completion, consistent with established program delivery processes to meet the scope, schedule, budget, and other contract requirements.
Provides leadership, direction, coaching, and development for personnel in the areas of performance management, problem resolution, planning, and assignment of work.
Identify recovery-related assistance gaps/needs and provide recommendations to leverage current resources to increase program impact.
Participates in executive, management, and company staff meetings, and attends other meetings and seminars.
Ensures appropriate internal controls are in place to maintain compliance with external regulations and internal policies.
Support the Firm's strategic alliances and partnership, along with firm leaders, to sustain and grow client programs & services.
Builds and cultivates relevant relationships with clients, and federal, state, & local agencies.
Analyzes trends & metrics, evaluates results of initiatives, and makes recommendations for continual improvements in efficiencies and quality.
Oversees department staffing needs and participate as appropriate in recruiting activities (e.g., interviewing, hiring, new hire and ongoing training, annual evaluations, etc.).
Participates in budget development and monitoring of expenses.
Ensures service line employees are properly and accurately billing for time, reviews non-billable, billable and utilization reports. Makes and communicates work hours or project adjustments as necessary.
Generates necessary reports for the executive team, reviews subordinates' reports.
Bachelor's degree in Accounting, Finance, Business, Public Administration, or a related field.
10 years of previous experience in financial management, funds disbursement, grant management, or similar fields
5 years of private sector experience including sales and/or business development.
5 years in a management or supervisor role.
Knowledge of and experience with FEMA and/or HUD related disaster programs including related statutes, regulations, disbursements, policies, and processes.
Master's degree in Accounting, Finance, Business, Public Administration, or a related field.
Project Management Professional (PMP), Certified Public Accountant (CPA), and/or Certified Fraud Examiner (CFE)
