What are the responsibilities and job description for the Program Monitor position at ELC?
Job Summary:
The Monitoring & Technical Assistance Specialist Monitor (Program Monitor) conducts contract quality audits and investigations, documents processes, and monitors the School Readiness Statewide Provider Contract, Sub-recipients and departments within the ELC. The monitor will assist providers, sub-recipients and ELC staff with technical assistance and best practice methods used to improve program quality.
Essential Duties and Responsibilities:
- Conducts internal agency reviews and audits records, files and other documents pertaining to departments within the Coalition.
- Monitor all School Readiness Providers as required in ss. 1002.82, and 1002.88, F.S. to verify that standards prescribed in 1002.82, and 1002.88, F.S. are being met using a standard monitoring tool adopted by the Office of Early Learning.
- Monitor programmatic and financial activities of its sub-recipients in order to ensure proper stewardship of funds, and to assess that performance goals (scope of work and other specified aims) are achieved.
- Performs monitoring to determine program training needs.
- Organizes monitoring schedule to efficiently complete required on-site visits reviews by fiscal year end.
- Creates monitoring tools to measure both the quantitative and qualitative progress of the program.
- Provides technical assistance and guidance to ensure uniform implementation and proper management of the programs.
- Follows up with non-compliance issues according to established policies.
- The use of an ELC issued laptop and cell phone to be used during scheduled work hours only.
- 30% or more travel will be required if needed.
- Performs related duties as required.
Experience and Training:
- Bachelor’s Degree with an emphasis on research and/or the ability to synthesize large quantities of data
- Auditing Experience plus Knowledge of State Applicable Regulatory Rules and Regulations
