Job summary:
This Program supports NAVSEA’s PEO SHIPS Government Equipment Management (SHIPS GEM) provisioning of Government Furnished Equipment (GFE) and Government Furnished Information (GFI) Directory for all surface ships in the U.S. Navy (with the exception of carriers). SHIPS GEM is comprised of a Director, Deputy Director (USN Officer / O-6), Contract Officer’s Representative (COR), three Principle Assistants to the Program Manager (PAPMS), and seven GFE managers. The professional support service (PSS) structure is organized to directly support government counterparts. The PSS PM and Deputy PM directly support the SHIPS GEM Director and Deputy Director, while PSS Team Leads support government PAPMS and PSS analysts support government GFE Managers. The PSS contract manages, monitors and tracks GFE/GFI scope, contracting actions, funding, delivery status, risks and issues, and further coordinates and facilitated information among PARMS, SHAPMS and stakeholders.
Description (Job Duties)
The ELS, Inc Program Manager (PM) for the SHIPS GEM PSS Contract oversees the contract execution of 47 FTE, who represent a total of five companies. Primary duties include leadership and effective communication to successfully meet:
- Contract requirements
- Customer and stakeholder expectations
- Sub-contractor performance expectations
- Personnel management requirements
- Contract Performance Assessment Reporting System (CPARS) objectives
- Corporate financial goals
- Business Development initiatives
Daily tasking include providing:
- Contract status to customer, corporate and sub-contractor teammates
- CDRL submittals; CPARS self-assessment and rebuttals – as necessary
- Problem solving to include: white papers, root cause analysis, return to green plans
- Staffing requirements; interview and hiring actions; personnel administrative actions
- Performance reviews and counseling sessions; promotion recommendations
- Account and facility access
- Crafting, writing responses to Government RFP and Sources Sought notifications
Work Location: 1100 New Jersey Ave, SE, Washington, D.C., supporting Washington, D.C. Navy Yard
Requirements:
- Clearance - Secret
- Education - Bachelor’s Degree (any field)
- Experience - Minimum 15 years program/project management in DoD/DoN acquisition
- Experience - 5 years of supervisory experience; experience communicating with SES/Flag level personnel
Preferred Qualifications (Desired):
- Bachelor's degree in Engineering, Business Management, or Science discipline
- Certification - PMP or equivalent
- DoD 5000 Series Acquisition; DoD/DoN Science & Technology; Future Naval Capabilities; Foreign Military Sales experience
- Government technical management, or Industry business management
- Active NMCI & Flank Speed accounts
Travel:
- 5% travel (US)
Work Status: 3 days a week in office/on site, 2 days a week telework
