DESCRIPTION:

The Deputy Country Representative (DCR) assists the Chad Guinea Worm Eradication Program (CGWEP). The location of this assignment is Chad. Hostile Environment Awareness Training (HEAT) will be required. The DCR will oversee the Operations and Administrative departments of the program and supervise technical field staff under the direct supervision of the Senior Country Representative (CR) to Chad, and will represent the SCR/Carter Center before the Ministry of Public Health, including the National Coordinator, CGWEP and partner organizations in Chad. The Senior Country Representative is the supervisor. The Director, Guinea Worm Eradication Program, and the Vice President for Health Programs provide technical direction and guidance. The Vice President, Overseas Operations, provides administrative, financial and operational direction and guidance. In the absence of the SCR, the DCR assumes all roles and responsibilities of the SCR.

 

FORMAL JOB DESCRIPTION: The Deputy Country Representative (DCR) assists a specific program of The Carter Center within a designated country. Hostile Environment Awareness Training (HEAT) may be required. The DCR will oversee the Operations and Administrative departments of the program and supervise technical field staff under the direct supervision of the Country leadership, and may represent the The Carter Center before the Ministry of Public Health and partner organizations. The Senior Country Representative (SCR) is the supervisor. In the absence of the SCR, the DCR assumes all roles and responsibilities of the SCR.

 

Key Responsibilities:

  • Assists the SCR and others to a) plan the procurement of supplies, and delivery of supplies and materials to all offices and sub-offices of each program in a timely and effective manner, and b) oversee programs' operations, including transportation and logistics.
  • Make immediate recommendations to program leadership to solve programmatic problems. Assists the SCR to manage staff security, serves as a member of the Security Management Team and ensures compliance with the Overseas Security Policy. Assists the SCR to manage and respond to emergency situations, including but not limited to, medical emergencies and staff relocations or evacuations.
  • Apprise SCR and program leadership of any issues related to the following: a) Safety and Security; b) Current epidemiological status; c) Challenges encountered/actions taken; d) Field supervisor job performance; and e) Status of program service delivery to endemic communities.
  • Supervises the Department Heads to ensure that decisions are always based upon accurate technical considerations and the programs have efficient supply chain operations and support services. Follows up with sub offices to ensure that they are receiving the proper support from operations and transport to effectively support the programs' activities. Conducts bi-annual performance evaluations for all staff under his/her direct supervision with comprehensive actionable recommendations provided to staff where needed.
  • Assists field supervisors to plan and execute comprehensive technical and logistics plans to efficiently support intervention and training supply availability. During all field and sub-office visits, ensures that logistics, transport, and financial resources are sufficient to break transmission, and that management of the same by field supervisors follows established guidelines.
  • Formulates solution-oriented reports to program leadership.
  • Conducts reviews and evaluates the status of TCC programs and the policies, procedures, and field operations specific to the designated country.
  • Ensures compliance with all organizational policies and procedures. Coordinates efficient office procedures in support of program activities.
  • Maintains professional growth and development of self by identifying educational/training programs, professional organizations, activities, and resources to maintain a knowledge of national trends and to promote leading edge expertise. Perform related responsibilities as needed.

MINIMUM QUALIFICATIONS:

  • A bachelor's degree in a field related to specified program areas and four years of related program management experience, OR an equivalent combination of experience, education, and training. Foreign language proficiency is required.
PREFERRED QUALIFICATIONS:
  • French language proficiency is required.
  • Master’s degree in Public health or a field related to the program is preferred.
  • Proven ability to work successfully in sub-Saharan Africa.
  • Track record of conducting program administration and field assessments.
  • Experience in project management, including field teams.
  • Experience in conducting and planning operational support.
