BASIC FUNCTION:
Responsible for managing the financial side of all federally funded programs. Functions include tracking draw requests of federal appropriations, communicating and interacting with staff in ESD departments, maintaining schedules of sources, uses and balances for each program, ensuring accounting and program balances are reconciled and preparing monthly journal entries, account analyses and quarterly and annual schedules in support of ESD’s financial statements and other key management reports.
WORK PERFORMED:
- Record, track and analyze federally funded programs.
- Work with ESD departments to provide supporting information for drawdown requests to the US Treasury as required.
- Liaise regularly with staff in all ESD departments including, but not limited to, Loans & Grants, Small Business and Technology and Regional Offices.
- Monitor transfer of funds when payments are received and provide coding for the receipt of funds into ESD’s PeopleSoft Financial System.
- Coordinate regularly scheduled meetings with program staff to review and reconcile project balances.
- Assist program staff with all federal reporting, as necessary.
- Prepare monthly bank reconciliations to ensure accuracy of funding activity.
- Prepare journal entries to record all program transactions.
- Analyze and reconcile all programmatic income and expense accounts.
- Act as backup to the Manager of Accounting – Economic Development in entering payment request information into the New York State Statewide Financial System to initiate drawdowns of economic development program appropriated funds.
- Perform tasks, analyses and projects as assigned.
MINIMUM REQUIREMENTS:
Education level required: (education required for this position): bachelor’s degree in accounting, Finance or related field.
Equivalent Experience: required (include no. of years required): 3-5 years’ proven experience in a fast-paced accounting/analytical environment. Government or non-profit experience preferred.
Knowledge Required: Proficient in Excel and Microsoft Office; Excellent analytical and problem-solving skills; Excellent communication skills; Skilled in accounting software systems, PeopleSoft Financial Management System a plus; knowledge of accounting principles and practices.
