JOB PURPOSE:
The Compliance Specialist supports the Compliance Officer and the Corporate Compliance Program by ensuring regulatory compliance within all departments of the organization, managing risks by evaluating the effectiveness of internal controls against operations; reporting reliability; prevention of conflict of interest; ethical violations; and Fraud, Waste, or Abuse, while protecting and promoting the organization's standards of conduct, ethics, integrity, and culture.
Provides assistance in performing problem-solving, continuous process improvement, and project steps and procedures to establish and maintain contract and/or grant compliance with all governing directives.
ESSENTIAL JOB RESPONSIBILITIES:
- Ensures compliance with Fiscal and Program requirements associated with contract deliverables and/or grants. Conducts compliance reviews to include identifying and defining issues; developing criteria; collecting, reviewing, analyzing, and verifying evidence; ensures expenditures are allowable, accurately recorded, and sufficiently documented; ensures case management and all client and program processes and documentation are in compliance with regulatory requirements. Prepares reports to document compliance steps performed and results. Analyzes and evaluates (on a quantitative or qualitative basis) the effectiveness of line program operations in meeting established goals and objectives. Researches and investigates new or improved business and management practices for application to agency programs or operations. Develops procedures and systems for establishing, operating, and assessing the effectiveness of administrative control systems such as those designed to prevent waste, loss, unauthorized use, or misappropriation of assets. Identifies process improvement opportunities and develops related training recommendations. Assists quality assurance personnel throughout the organization with quality assurance activities, troubleshooting, and defect correction.
- Researches and analyzes updates to Federal and State laws, and other governing directives, policies and procedures pertaining to contracts and grants being reviewed. Conducts complex and special studies for efficiency and productivity and recommends changes or improvements in work methods, and procedures. Develops procedures and systems for establishing, operating, and assessing the effectiveness of internal control systems. Reviews audits and investigative reports to recommend appropriate changes or corrective action required. Advises on the potential benefits/uses of automation to improve the efficiency of administrative support or program operations. Participates in conferences and meetings for assigned grants and contracts. Provides technical assistance and direction regarding compliance. Uses a variety of methods to communicate at meetings, investigating and during traveling/visiting organization sites, reviewing and assisting with compliance verifications.

- Represents the Compliance Officer, as needed, in meetings, workshops, and conferences.
ESSENTIAL QUALIFICATIONS:
EDUCATION: Bachelor's degree in Accounting, Business Administration, Finance, Project Management, Risk Management, or similar field required.
EXPERIENCE: Minimum of five years' related work experience in finance, accounting, quality assurance, compliance, audits, program analyst, or any other similar types of experience. Experience in working with data analytics and organizing high level reports required. 3 years of experience in a heavy customer service focused environment. Experience with a Customer Relationship Management (CRM), case management system, Sage Intacct, a plus. Experience in a social service and nonprofit environment a plus.
LICENSES: Driver's License with clear driving record.
VEHICLE: Must have daily use of a vehicle without prior notice. Must maintain current registration and current automobile liability insurance that is in compliance with Texas law. Must be available and willing to travel to various locations and with such frequency as the business need dictates.
ATTENDANCE: Must maintain regular and acceptable attendance at such level as is determined in the employer's sole discretion.
