Definition of Class
- The Budget Analyst will advise management in the creation, development, analysis, implementation, and adaptation of budgetary matters, financial management and reporting policies.
Duties & Responsibilities
- Under the direction of the Director of Finance with assistance from the Manager and Assistant Manager of Accounting, the Budget Analyst will:
- Assist in the development of the County’s overall budget document, and at the departmental level, provide advice and analysis to increase the efficiency of the County’s spending
- Assist in creating and further developing the revenue manual, budget preparation manual, budget policies and procedures manual, chart of accounts analysis and other documents as needed
- Conduct various surveys, research, data analysis, cost-benefit examination, and expenditure and revenue forecasting throughout the year
- Project future financial needs to prepare long-term financial plans and other budget and financial reports
- Present budget analysis and recommendations regularly
- Develop, organize and maintain files, documents, and materials relating to budgetary practices
- Compare departmental expenditures to original budget for transmission to departments, compiles statistics from reports for use in budget justification; Determines and projects economic forecasts necessary for budget preparation
- Provide information and answers to departments regarding budgets, forecasts, surveys, financial trends and other requested data, proposes written narratives to accompany budget requests for departments
- Performs other related duties as assigned by the Director of Finance with the assistance of the Manager and Assistant Manager of Accounting
Knowledge, Skills, & Abilities
- Excellent verbal and written communication skills
- Thorough understanding of accounting and budgeting principles and practices, statistical methodology, generally accepted accounting principles, and generally accepted auditing standards
- Thorough understanding of the principles of financial analysis and economics
- Basic understanding of and ability to conduct cost-benefit analysis
- Ability to prepare and present clear, concise administrative and financial reports
- Ability to work independently and complete work on schedule
- Ability to interpret financial data contained in reports and ledgers
- Ability to build collaborative relationships across the organization
- Ability to gather, analyze and summarize fiscal and operational data and information
- Ability to evaluate procedures, organizational structures and fiscal policy effectively.
- Familiar with county organization and operations
- Ability to express oneself clearly and concisely, both orally and in writing
- Ability to deal tactfully and courteously internally and externally
Minimum Requirements
- Bachelor's Degree in Finance, Accounting or related field
- Minimum of 1 year experience in analytical research and reporting of complex financial data or any combination of relevant experience and education
