The English Access Microscholarship Program (Access), funded by the U.S. Department of State Bureau of Educational and Cultural Affairs (ECA), provides a foundation of English-language skills to talented 13- to 20-year-olds from disadvantaged sectors around the world through after-school classes and intensive summer sessions in their home communities. The Access Program also offers professional development programs for international English as a Foreign Language (EFL) professionals including teachers and administrators. The Program Officer position will provide support to the finance and operation team and will be working in partnership with Access Program Team, Teacher Engagement Team, Procurement/Purchasing, and other FHI 360 units. This position will report to the Finance Manager. Job Summary / Responsibilities Completes administrative tasks in support of core project operations, including setting up overseas providers, agreement set-up, purchase orders, and closeout. Works with the Treasury Department and Program Officers to resolve international wire issues. Reviews project vouchers and ensure proper allocation of expenses to funding source and expense categories. Provides a timely review of sub-recipient and consultant monthly financial reports and vouchers, ensuring costs are allowable and conform to donor-approved sub-recipient budgets. Assists Finance Manager with the preparation of pre-award assessments of sub-recipients to determine appropriate invoice/report schedule and actual cost documentation. Assists Finance Manager with reconciliation of service agreement payments in the project database and FHI 360’s accounting system. Assists in making the logistical arrangements for consultants and/or groups of program participants, teachers, and administrators that travel to the United States for exchanges, including travel, hotels, ground transportation, catering, and coordination with local partners. Supports the Exchange team in preparation of participant pre-paid cards and processing payment requests for credit card use. Maintains project Operation and Exchange files, ensuring complete and proper backup/audit documentation. Liaises with internal units to ensure efficient completion of program processes. Performs other duties, as assigned. Minimum Requirements: Bachelor’s degree or its international equivalent required. A minimum of 2-4 years of work experience in a non-governmental organization (NGO), government agency, or private organization. Proven organizational skills and ability to manage multiple tasks of competing priority with a high degree of accuracy. Strong oral and written communication skills; demonstrated professionalism in written correspondence. Demonstrated ability to work independently and as a team member, meet deadlines, and be flexible. Demonstrated initiative to take on additional tasks and internal projects. Demonstrated problem solver. Demonstrated strong interpersonal and cross-cultural communication skills. Strong computer skills including use of databases; proficiency in Microsoft Office and Excel, including SharePoint. Advanced SharePoint and Excel skills preferred.
