JOB SUMMARY Job Summary

Position : Utility Systems Repairer-Operator Supervisor, WS 11

Division : Criminal Justice Information Services

Section : Resource Management Section

Unit : Facilities Management Unit

Location : Clarksburg, WV

Working Hours : Day Shift - 6 : 30 - 3 : 00 , working on evening and midnights as scheduled

Selectee will be assigned to one of the shifts listed above based on the needs of the Division. Shift differential is available for night and midnight shifts.

Please note that Utility Systems Repairer-Operator Supervisor's are also required to be on call 24 hours a day, 7 days a week, including weekends and holidays.

All Utility Systems Repairer-Operator Supervisor's are considered essential employees. This means you could be expected to work holidays and weekends.

Additionally, as an essential employee, you should also be prepared to travel to work even during inclement weather.

Salary : WS - $79, - $93,

Full Performance Level : WS 11

Number of Positions Available : 1

Duration : Full Time / Permanent

Key Requirements

  • Assigned to the CJIS Division
  • Must have (or be able to obtain) a valid driver's license for state of residence, if selected for the position
  • Some travel may be required

Physical Effort

Work requires strenuous physical exertion such as climbing tall ladders or towers, lifting heavy objects, and crouching or crawling in small work areas

Working Conditions

This position may occasionally require time spent working in situations which expose incumbent to a potentially hazardous environment and materials.

These include electrical shock, falls from high towers, extreme weather conditions, etc.

Safety precautions and personal protective equipment are required, including accompaniment by another technician / specialist when performing duties considered hazardous to life and limb, and utilization of safety belt while on high towers.

Work may require conditions of extreme stress and tension resulting from need to maintain equipment in optimum working condition.

Noise level is often high, requiring ear plugs or protective ear coverings.

Major Duties

  • Oversees the installation, operation, modification, maintenance, and repair of systems and equipment to include such items as, but not limited to, boilers, chillers, heating ventilation and air conditioning (HVAC), refrigeration, pumps, chilled, condenser, and fire sprinklers water systems and sewage systems.
  • Plans and schedules work assignments on a long range basis while promoting efficient and economical work operations.
  • Reviews and analyzes production and maintenance cost and records to ensure work is performed efficiently and effectively.
  • Supervises 3 different shifts.
  • Conducts interviews, recommends new hires, recommends promotions, plans work assignments, sets schedules / shift changes, approves leave, and resolves disciplinary matters.
  • Promotes, supports, and participates in shop safety program to ensure safe working conditions for all employees.

WS 11 : Applicants must possess experience that corresponds to the following requirements :

  • Assigned work, established deadlines and set project priorities of subordinates.
  • Managed the i nstallation, operation, modification, maintenance, and repair of utility systems and equipment to include such items as, compressed air, vacuum and acid systems, water closets, water heaters, hydrants, valves and pumps, heating ventilation and air conditioning (HVAC), refrigeration, chilled, condenser, and fire sprinklers water systems and sewage systems.
  • Reviewed and analyzed production costs, evaluated work progress to identify problems, and recommended corrective action.
  • Maintained production reports and analyzed logs to determine possible inconsistencies.
  • Provided advice, counseled, and instructed employees on both work and administrative matters, resolved complaints and grievances, and assigned additional training as necessary.
  • Communicated orally and in writing to upper management and outside entities to gather information and recommend solutions.

Must Possess Leadership skills

Preferred Skills :

  • Experience in Heating Ventilation and Air Conditioning (HVAC) and / or a certificate in HVAC.
  • Experience in welding / machine shop, plumbing, utility lines, and / or building management systems.
  • Experience in operating heavy equipment.

Supervisors will need to complete both the "Mentoring and Coaching" and "Performance Appraisals" courses as part of the Supervisor Essentials program.

The Supervisor Essentials course is a pre-requisite for the new Leading People (Virtual) and face-to-face version (VLP) that will be offered beginning the 2nd Quarter of 2022

Limited Movement : Policy has been implemented wherein support employees entering a position through a competitive OR non-competitive action may be precluded from moving to another position within the Bureau by means of reassignment or change to lower grade for a minimum of 12 months.

HRD will waive this limited movement policy for qualified employees, who have received an official notification letter that their current position is being relocated to Redstone Arsenal in Huntsville, Alabama by 2024, so those employees can compete for a position elsewhere.

Probationary employees are precluded from being considered for all job opportunities until 12-months of their 24-month probationary period has concluded.

Probationary employees may be considered for competitive vacancies that are advertised within their respective division or field office after serving 90 days within the FBI.

Candidates will not be considered if currently on a Performance Improvement Plan (PIP); a Letter of Requirement (LOR);

or have failed a PIP or LOR and are currently awaiting the final action by HRD.

a. A Performance Improvement Plan (PIP) is a 90-day written developmental plan for an employee whose performance on one or more critical elements is rated "Inconsistent."

b. A Letter of Requirement (LOR) is issued when a supervisor identifies leave abuse and / or when frequent absences negatively impact operations of an office.

  • Relocation expenses will be borne by the selectee, except FBI employees returning from LEGAT assignment. Employees returning from LEGAT assignments must advise the Staffing and Administrative Unit / International Operations Division of their application for this position.

Federal Travel Regulation provides that the Withholding Tax Allowance (WTA) plus the Relocation Income Tax Allowance (RITA) are designed to "substantially reimburse" an employee for the additional Federal, State, and Local taxes associated with a change of duty station and the FBI has the authority to compensate employees through the WTA and RITA.

Candidates receiving a transfer of physical location, whether at the expense of the FBI or not, will be required to complete a one year commitment to the assignment, prior to moving to a new position at the FBI.

The 12-month waiting period begins the day an employee reports for duty at the new location.

  • Employees selected for promotions at the GS-12 level or higher, as well as employees selected for positions where a transfer of location is required, will be processed through the name check program prior to being notified of their selection.
  • Memorandum for Record : Work performed outside assigned duties (that would not normally be documented on a SF-50, i. e.

back-up duties), has to be documented in detail by an immediate supervisor in order to receive full credit for amount of time worked in that position.

If no documentation is furnished no credit will be given for time worked in that position. The following notations must be specified in the documentation (Memorandum for Record) :

a. Percent of time worked in the particular position (cannot conflict with main duties)

b. The month / year work began

c. Frequency worked (, daily, monthly, etc.)

d. Specific duties performed
