As Supervisor to the Software Category, the incumbent provides leadership the information to develop and share best practices with Agencies in the areas of Market Intelligence, Government Insight, and purchasing advice.

The GS-14 salary range starts at $121,316 per year.   

If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected.  

To qualify, applicants must have IT-related experience demonstrating EACH of the four competencies AND one year of specialized experience equivalent to the GS-13 level in the Federal service as described below:

IT SPECIALIST COMPETENCY REQUIREMENTS:

  • Attention to Detail - This skill is generally demonstrated by assignments where the applicant investigates and evaluates “state of the art” technology of the industry.
  • Customer Service - This skill is generally demonstrated by assignments where the applicant confers with users to evaluate the effectiveness of, or identify the need for, computer programs or management systems.
  • Oral Communication - This skill is generally demonstrated by assignments where the applicant persuades others to take a particular course of action or to accept findings, recommendations, changes, or alternative viewpoints.
  • Problem Solving - This skill is generally demonstrated by assignments where the applicant identifies and accommodates technology and resource constraints.

SPECIALIZED EXPERIENCE REQUIREMENTS: Specialized experience is managing an IT software or cloud computing program in order to provide services and expertise to an organization's internal and external customers. This experience must include:

  • Managing positive relationships with external and internal organizations, developing requirements and marketing approaches;
  • Conducting IT software and cloud related services strategic planning and industry analysis;
  • Analyzing, evaluating, and resolving problems and requirements for IT software and cloud related requirements;
  • Coordinating and analyzing findings and making recommendations on substantive programs;
  • Reviewing and preparing technical and pricing reports and contract documents; and
  • Applying IT software and cloud related services acquisition experience which includes developing and/or reviewing requirements, scope reviews, and evaluation support.

Responsibilities:

GSA’s Office of Information Technology Category (ITC) provides access to private sector IT & telecommunications solutions for federal, state & local government agencies.  ITC works with federal agencies, OMB & industry to create common solutions for IT services, hardware, software, telecommunications, cyber security, & identity management. 98% of federal agencies use ITC solutions. ITC works with the Office of Federal Procurement Policy & the Office of the Federal Chief Information Office to develop & implement acquisition and technology initiatives such as strategic sourcing, category management, cloud, cyber, enterprise licensing agreements for software, desktop configurations & data center optimization. ITC plays a unique role in supporting agencies with acquisition & technical expertise to make better buying decisions reduce duplication & improve mission results.  See https://www.gsa.gov/technology/technology-programs for information on ITC programs & contracts.

Duties (include but are not limited to):

  • Promote and educate customers and stakeholders on software use and value.

  • Provide Quality Assurance support for software-related service offerings.

  • Identify the gaps between the current and target architectures, and propose plans to transition agencies to target architecture.

  • Advise leadership on the policies and principles to guide software architecture technology decisions.

  • Identify improvement opportunities for enterprise-level systems to support business processes, utilize emerging technologies, and integrate with software.

  • Evaluate the impact of software on IT investments, business operations, and stakeholder satisfaction.

  • Assigns, plans, and monitors the work of the branch and manages all employment-related issues for the branch team members.
