Summary
This position is located in the Department of Health and Human Services, Administration for Strategic Preparedness and Response, headquartered in Washington, District of Columbia.
Duties
WHAT YOU'LL BE DOING DAY TO DAY
As an Accountant, you will use your knowledge of and experience with the Administration for Strategic Preparedness and Response to optimize business results and customer experience by:
Serving as a subject matter expert, providing financial management support during emergency response events.
Serving as a financial liaison with the authoritative agencies such as Federal Emergency Management Agency (FEMA), Government Accountability Office, Office of Management and Budget, General Services Administration and Treasury) on accounting data standardization compliance matters, presenting and defending the Division's position on financial policy and data standardization efforts as requested.
Reconciling reimbursable accounts, preparing inter-agency billings, and managing funds execution status of emergency related funding accounts.
Identifying policies and procedures relevant to the emergency mission response program; documenting financial controls through process memos and walkthrough documents for the procedures followed at HHS/ASPR, Program Support Center/Office of Secretary, FEMA, and other relevant sections; determining if financial controls are adequate for the program by creating and evaluating internal controls.; determining if these controls are adequate or identifying any needed improvements; and, developing a corrective action plan to address audit findings from HHS.
Providing advice, guidance, and direction on a wide range of financial management systems and administrative issues to leadership up to the ASPR level.
Developing and/or revising operating manuals, position papers or directives to reflect changes in procedures and requirements.

WHAT WE ARE LOOKING FOR
BASIC QUALIFICATIONS REQUIREMENT:
A. Must have at least a bachelor's degree in Accounting or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting and/or auditing. The 24 hours may include up to 6 hours of credit in business law. NOTE: Must submit transcript(s).
OR
B. Must have a combination of education and experience with at least 4 years of experience in accounting, or an equivalent combination of a accounting experience, college-level education, and training that provided professional accounting knowledge. Your background must also include one of the following:
1. Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law. NOTE: Must submit transcript(s).
2. Certificate as a Certified Public Accountant or a Certified Internal Auditor, obtained through written examination. NOTE: Must submit certificate(s).
3. Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements. Must have at least one year of specialized experience, equivalent to the GS-12 level in the Federal service performing ALL of the following:
1. Interpreting and analyzing new accounting and financial legislation and proposed policy changes to determine impact on current operations.
2. Providing technical advice in financial management to program managers who are engaged in developing overall regulations or guidelines for a new program.
3. Developing new, innovative accounting techniques and procedural approaches which will conform to requirements, enhance management information needs, and ensure the integrity of financial information collected and reported.
4. Utilizing accounting operations and internal control systems, financial management controls or accounting reporting systems at to develop recommendations for new strategies and techniques for capturing and analyzing data.
