JOB SUMMARY

 

The Director ASC provides the overall leadership and coordinates activities of all aspects of ASC facilities, while ensuring compliance with all applicable laws and regulations and providing the highest quality of patient care. The Director ASC formulates, establishes, and enforces such additional procedures, rules and regulations as may be necessary to achieve this goal.

The Director ASC is responsible for providing supervision and scheduling of nurses and allied health employees of the center to ensure the continuous and timely availability of the appropriate staff to patients. This includes assessing the patients nursing care needs and planning interventions to prevent complications and promote the patients comfort and wellness.

PRINCIPLE DUTIES AND JOB RESPONSIBILITIES

  • Develops and prepares short-term and long-range development plans and budgets based on corporate goals and objectives and recommends their adoption to senior executives.
  • Reviews annual business plans and articulates company capabilities and limitations and recommends marketing and development strategy plans for new ventures.
  • Develops and guides due diligence and negotiates new opportunities as well as ensuring the accurate and timely valuation of partnership or acquisition targets.
  • Manages physician relationships. Facilitate communications between the healthcare partners, physicians, and administrators.
  • Interfaces effectively with all company departments including Execute Team, Stakeholders, Ambulatory Systems, and Network Development to ensure a valid analysis of short and long-range plans from a marketing business development perspective with regular coordination with other executives.
  • Evaluates general and specific business conditions and keeps executive team informed on these matters, as well as participates with other executives in developing corporate objectives and plans for their achievement, including rate of return and rate of increase in revenue and earnings.
  • Directs and organizes responsibilities and activities to achieve budgeted profit results and other financial criteria to preserve the investments of the organization.
  • Organizes and coordinates all marketing and development activities to ensure targets are achieved and interprets market data to obtain the best use of resources to achieve desired results.
  • Ensures complete analysis of trending records and estimates market development and potential, in addition to ensuring marketing and development advice and guidance are provided to all operating units as needed.
  • Directs the design and implementation of market research and oversees market research studies to determine and define market and customer needs.
  • Organizes and directs the key activities of opening a new ASC including but not limited to licensures, regulatory filings and inspections, supply chain, physician partner syndication, human resources, revenue cycle, and clinical quality.
  • Advises the implementation of product or service modifications based on marketing research or communication with the appropriate network staff.
  • Recommends policies and market share strategies based on pricing objectives, which may include quantities, terms and conditions of sale.
  • Leadership of Ambulatory Surgery Center administrative team.

REGULATORY COMPLIANCE

  • Maintain State licensure and accreditation with AAAHC, complete all forms and any corrective actions to achieve continued licensure for ASC facilities.
  • Annual update of all center plans, including CEMP, IC, QAPI, RM, Safety, Bioterrorism and exposure control to submit to the Board for assessment and approval. Development and maintenance of the Nursing and Administrative staff relating to all clinical services.
  • The Director ASC is responsible for reviewing and initiating prompt action in response to reports and recommendations made by authorized planning, regulatory and inspecting agencies.
  • Review all occurrences, complaints or grievances from patients or personnel, investigation and documentation in the grievance log, submission of any code 15 occurrences to AHCA, root cause analysis of patient transfer, infection, or death within 48 hours of surgery.
  • Send reports to the Executive team and to the staff on the overall activities of the center to include the Centers performance improvement, risk management, safety programs, incident reporting systems and reports on appropriate federal, state, and local developments that affect the operations of the facility.
  • The Director ASC carries out all aspects of Risk Management including State and Federal reporting, risk assessments, root cause analysis and representation of the center during discovery and other phases of legal activities.
  • Ensure compliance with Stark, anti-kickback, and other federal, state, and local statues.

ADMINISTRATIVE

  • Establish and implement a plan for internal control and a management reporting system for the ASC Facilities.
  • Maintain physical properties in a good state of repair and good operating condition.
  • Attend all required meetings.
  • Serve as a liaison and convey all communications between the Executive Team and the Staff.
  • Designate in writing other individuals, by name or position, which are in order of succession, authorized to act for him/her during any period of absence from the facility.
  • Perform any other duty within the express or implicit terms or his/her duties hereunder that may be necessary to the best interest of the center.
  • Responsible for directing the long term strategic and business development of the centers mission, vision and values, and for ensuring that mechanisms are in place to provide that all facility plans, and programs be designed to fulfill the mission and that all employees are familiar with the mission, vision and values.

REQUIREMENTS

  • Bachelors degree in Business Administration or related field is required, with an emphasis in Healthcare Administration preferred. Masters degree preferred.
  • Nursing degree with current license in the state of Florida.
  • Effective working knowledge of healthcare financial management, specifically surgery center accounting, third party reimbursement issues, patient flow and facilities management.
  • A minimum of 5 years of progressively responsible experience in health care, including 3 years in a supervisory role.
  • The incumbent will be required to be updated in technical expertise and to develop management/leadership skills through continuing education during tenure of this position.
  • Highly developed interpersonal and communication skills.
  • It is of the utmost importance that written communication is legible and accurate.
