Fluor is seeking candidates for the I-35 Northeast Expansion (NEX) South project in San Antonio, TX. Fluor’s scope includes the design and construction of approximately four miles of elevated lanes, three in each direction, and associated interchanges at either end of the project. The I-35 NEX South Project will add additional capacity to one of the most congested corridors in the state, which handles more than 140,000 vehicles per day. This position manages a complex program, regional assignment, or multiple medium-sized community relations and public affairs projects or programs. This position maintains working relationships with regional management or project and represents the company within external community and public affairs networks. This role assists senior manager or director with development/implementation of internal and external programs, procedures and initiatives and may have budgetary and disbursement responsibility. Principal Job Duties & Responsibilities • Assist with the development, implementation, or specific aspects of assigned programs and initiatives – e.g., Global University Sponsorship Program, Scholarship Program for Employees’ Children, major Fluor fundraising events. • Coordinate regional contributions assisting operations centers and management with planning, review, and disbursement. • Administer the local (or regional) Fluor Cares and volunteer program including the development of program guidelines, ensuring regulatory compliance, coordinating projects and special activities, and assisting operation centers and project offices with program implementation. • Coordinate and participate in public relations and community activities, events, outreach meetings (English and Spanish) and programs ensuring Fluor representation, visibility, market positioning and to provide Project updates. • Be the initial contact in the event of public or media inquiries on the job site. • Develop and distribute a monthly informational e-newsletter that the public can subscribe to from the Project website that includes progress information and upcoming scheduled activities for the Project. • Update and maintain newsletter provided to elected officials with detailed information about the Project to share with their constituents and stakeholders, including answers to frequently asked questions. • Develop content, images, and videos and provide ongoing content updates for a Section 508-compliant Project website for users with visual impairments. • Create and maintain Facebook, Twitter, and other social media pages to share Project information, including construction photos, detour maps, construction progress infographics. • Coordinate educational workshop program to empower local DBEs to contribute to the Project. • Hold quarterly DBE/On-the-Job training (OJT) task force meetings with client’s representatives and minority contracting associations to discuss current and upcoming DBE programs and outreach events. • Coordinating and providing periodic drone aerial photos to the client illustrating the Project’s progress. • Support marketing and brand positioning initiatives to ensure strong reputation management and client relations. • Develop and maintain public affairs, corporate social responsibility, community networks and partnerships. • Support and coordinate representation and participation with business councils, chambers of commerce (or local equivalent), and other business-related membership organizations • Prepare various community reports for internal and external distribution and inclusion as required for project proposals, government reporting, brand positioning, etc. • Typically manage personnel and provide an environment for the development and professional advancement of staff members, including on-the-job and formal training and development opportunities, and timely performance feedback • Leverage internal and external resources to administer policies and procedures consistently across all business lines, functions, and locations. • Analyze situations, identify, and forecast pertinent problems and evaluate realistic options; and recommend/implement appropriate course of action. • Organize and prioritize a variety of complex projects and multiple tasks in an effective and timely manner, set priorities, and meet critical time deadlines. • Maintain compliance with all applicable policies, procedures, and global standards. • Adhere to and support Fluor's Health, Safety & Environmental and Sustainability Policies • Effectively develop and apply the Core Skills to the job. • May need to travel to attend to business related matters. • Meet expectations on attendance and punctuality. • Other duties as assigned• Accredited four (4) year degree or global equivalent in applicable field of study and twelve (12) years of work-related experience or a combination of education and directly related experience equal to sixteen (16) years if non-degreed; some locations may have additional or different qualifications in order to comply with local requirements • Ability to communicate effectively with audiences that include but are not limited to management, coworkers, clients, vendors, contractors, and other stakeholders • Job related technical knowledge necessary to complete the job • Ability to learn and apply knowledge of applicable local, state/province, and federal/national statutes and guidelines • Ability to attend to detail and work in a time-conscious and time-effective manner• Twelve (12) years of experience in Community Relations/Public Affairs • Experience managing direct reports

Salary : $106,000 - $134,000
