TITLE:  Chief of Police                                                                                                                    

DEPARTMENT: Campus Safety and Police                                             

REPORTS TO:  Vice President for Student Engagement and Campus Life

EFFECTIVE DATE:  TBD

EMPLOYMENT STATUS:  Full-Time                                    

EMPLOYMENT CLASSIFICATION:  Exempt                               

                             

PRINCIPAL PURPOSE OF JOB:  Under minimum supervision, manages all aspects of the integrated operations units within the University Police Department. Oversees and coordinates supervision of subordinate management and operating staff within the unit.  

 

 

SCOPE OF RESPONSIBILITY: Responsible for managing security and related services for the Campus Police Department (Campus Safety and Police). This position assists in directing plans, overseeing, and evaluating programs to ensure the protection of life and property, detection and investigation of crimes, the enforcement of laws, rules, and regulations. Manages operations in a manner to ensure a high level of professionalism and promote good public relations, owing to the high visibility and public contact nature of the department.

 

 

ESSENTIAL JOB FUNCTIONS:

  • Plans organize, oversees, and coordinates the daily activities within the operation of the Police Department.  
  • Manages supervisory personnel and police officers who provide personal, real property, and equipment security throughout campus, ensuring consistent and equitable enforcement of local, state, and federal laws and university regulations.   
  • Participates in the strategic planning and policy development for the unit and represents the department to the University, other law enforcement agencies, the media, and the general public.
  • Reviews and approves reports on incidents and crime investigations.
  • Assists in coordinating with internal and external organizations regarding major activities held on campus, including but not limited to athletic events, concerts, speakers’ series, commencements, and student/public assemblies; oversees, assesses, and responds to critical campus law enforcement, public safety and security concerns, issues, and situations.
  • Supervises Campus Safety & Police department staff, including emergency management professionals, dignitary/executive protection officers, security camera monitors, transportation drivers, Clery compliance professionals, and office staff.

 

 

 

  • Assists with the development and implementation of policies and procedures consistent with those of the organization to ensure efficient and safe operation of the units.
  • Oversees facets of the daily operations of the organizational unit, ensuring compliance with the University, state, and federal laws, policies and regulations.
  • Oversees the supervision of personnel, which includes work allocation, training, and problem resolution; evaluates performance and makes recommendations for personnel actions; motivates employees to achieve peak productivity and performance.
  • Participates in development, implementation, and maintenance of policies, objectives, short-and long-range planning; assists in the development and implementation of projects and programs to assist in the accomplishment of established goals.
  • Assists subordinates in the performance of duties; review cases with subordinates as appropriate, and provides guidance and direction.
  • Assists in the annual budget planning process.
  • Manages appropriate department records in accordance with applicable regulations, policies, and standards.
  • Reviews police reports and logbooks to ascertain that information is recorded in conformance with regulations; determines the need for follow-up; determines appropriate distribution throughout the campus community.
  • Attends meetings and workshops, and participates on committees, as assigned.  
  • Represents the organization at various community and/or business meetings; promotes existing and new programs and/or policies.
  • Performs miscellaneous job-related duties as assigned.

QUALIFICATIONS:

  • Bachelor’s degree; graduation from an accredited law enforcement academy; at least 5 years of experience that is directly related to the duties and responsibilities specified.  Successful completion from accredited police supervision and management academy.   Master's degree preferred or graduation/equivalent from an executive leadership program such as IACLEA Executive Development Institute, FBI National Academy, or Southern Police Institute.


  • The selected candidate must demonstrate excellence in verbal and written communications, strategic planning skills, and the ability to foster a positive work environment while maintaining professional discipline in the department must have a reputation for honesty, integrity, and ethical conduct, and the interpersonal skills necessary to work successfully with students, faculty, staff, visitors and the general public.  Applicants must also understand the national law enforcement accreditation process and associated standards. The selected candidate must have a demonstrated record of successful leadership.


Licensing and Certifications            

State of Kentucky Certified Law Enforcement Officer, or eligibility for Certification by the waiver.  The chief should be an active member of the campus CARE-BIT and receive the pending QPR Institute training.  The chief should be expected to continue their professional development so as to enhance their leadership and management abilities.  It is recommended that the chief attend the next International Association of College Law Enforcement administrators (IACLEA) Executive Development Institute.

  • Knowledge of police reporting and recordkeeping policies, procedures, and regulations.
  • Records maintenance skills.
  • Ability to communicate effectively, both orally and in writing.
  • Ability to interpret, adapt, and apply guidelines and procedures.
  • Skill in the use of personal computers and related software applications.
  • Knowledge and understanding of police protocols, procedures, and methodology.  
  • Skill in examining and re-engineering operations and procedures, formulating policy, and developing and implementing new strategies and procedures.
  • Ability to assist in the development, planning, and implementation of short- and long-range goals.
  • Strong interpersonal skills and the ability to effectively communicate with a wide range of individuals and constituencies in a diverse community.
  • Knowledge of management principles and practices.
  • Skill in establishing priorities.
  • Ability to foster a cooperative work environment.
  • Ability to supervise and train employees, including organizing, prioritizing, and scheduling work assignments.
  • Employee development and performance management skills.
  • Knowledge of faculty and/or staff hiring procedures. 

 

SUPERVISORY RESPONSIBILITY:  This position will have supervisory responsibility.

 

 

PHYSICAL REQUIREMENTS:

  • The work environment involves exposure to physical risks, such as operating dangerous equipment or working with chemicals.
