Position Summary Responsible for senior leadership, oversight and planning for three of the organizations affiliated corporations: FSL Pathways, Inc. (Assisted Group Living and ATFC/AFC programs), FSL Programs, Inc. (Adult Day Health Services, Transitional Care and Home Based Services, Community Action, Nutrition and Senior Center Programs, and RISE (Resource, Information, Support and Education Services) and the FSL Home Improvements, Inc. (Healthy Homes, Housing Rehabilitation, Emergency Home Repairs, Energy Services/Weatherization and the Southwest Building Science Training Center-Residential Energy Training Laboratory). Each division within this operating group maintains various legal and regulatory licenses. Federal, state and local funding is used by the programs from a multitude of sources to perform services. These funding sources include direct and indirect funds from Housing and Urban Development (Home, CDBG and NSP), Health and Human Services (Medicare/Medicaid, Title XX, LIHEAP) and the U.S. Department of Energy. Provides direct supervision of Administrators and Program Directors within the operating group to ensure that management and program policy and procedures are designed, modified and implemented at all levels of the organization. This position is also responsible for continually reassess our strategic and structural alignment with the needs of the persons, the community, and continually improve FSL leadership position and contribute to its long term programmatic and financial sustainability.  This position must pay special attention to opportunities to diversify our revenue sources, create partnerships and collaborations, set the community standard for excellence and continually improve the business infrastructure.   This position has supervisory direct reports who oversee 5 direct reports   Essential Functions: % of Time Strategic Partner Provides strategic planning leadership for the programs assigned, preparing the agency to respond to rapidly increasing community need. Collaborates with the Executive and Senior Leadership Teams to execute the strategic road map as determined by the Board of Directors. Recommends and manages organization structure changes in programs supervised. Evaluates and recommends business partnering opportunities with executive leadership. Works with the Chief Executive Officer, Executive and Senior Leadership Teams in the overall direction and evaluation of the operating group. Develops and keeps current an operational plan for all programs that is closely aligned with the organization’s overall strategic plan. Proposes new opportunities to expand the program portfolio within the scope of the strategic directions of the agency. Develop a growth plan for programs and ensures it is executed. 20%                             Compliance/Operational Functions Assures that programs meet management and regulatory needs, contract requirements, accreditation requirements, and planning needs. Maintains knowledge of general economic, regulatory business, and financial conditions and their impact on the operating groups’ mission and operations. Member of the Administrative Team, which is responsible for daily business infrastructure issues of FSL, and member of the FSL Leadership Team, that directs all strategic planning and critical projects oversight. Researches and proposes new funding opportunities to develop programs to meet those needs. Identifies needs, develops common business processes, and evaluates effectiveness and efficiency of department & systems both for immediate as well as long term growth and sustainability. In conjunction with the Executive Leadership, establishes and recommends policies related to areas overseen for Board approval. Collaborates with Finance and Data Analytics Departments to provide oversight for Risk Management, Compliance and Performance and Quality Improvement Initiatives.     20%   Financial Directs and coordinates capital and operating budget requests; provides performance supervision; appraises the program operations groups financial and client outcomes performance and position relative to goals, and issues periodic program reports on the groups’ condition, growth plans and potential. Provides assessment and analysis of programs with deficits, and develops corrective action plans or full business plans, if needed, with appropriate group supervisors and Leadership Council members. Coordinates funding source activities, troubleshoots billing problems with contracts, and serves on internal and external work committees as appropriate. Demonstrates consistent quality of finance and administration, fundraising, communications and systems; recommend timelines and resources needed to achieve the program goals.   20% Community In collaboration with the CEO, Mission Advancement and Finance Departments, establishes and maintains community relationships with funding agencies, advocacy groups and collaborative partners. Identifies opportunities for the organization to meet the needs statewide of clients and communities. Based on environmental scan and related documents, maintains current knowledge trends in community and advances in the fields overseen.   15% Leadership Provides Quality Management leadership and oversight for the program operations group. Prioritizes projects within scope of departments; oversees the evaluation, specification, design and implementation phases of projects to ensure completion of strategic goals. Ensures overseen departments meet management and staffing needs, funder requirements and planning needs. Provides a broad range of administrative and supervisory functions including finance and budgetary responsibilities, information systems integration, grievance/complaint resolution.  Maintains comprehensive communication among all contacts (internal and external). Models professional standards, healthy organizational behaviors and ethics in accordance with agency philosophy. Assists in developing a positive, supportive team environment with staff and between staff and program operations in the organization Assists in the development and implementation of FSL training plan as it relates to the program operating groups personnel to assure skill levels and properly implemented policies, practices and programs. Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws; responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems. Maintains a positive team environment.   20% Miscellaneous Other duties as assigned 5%   Job Requirements:   Education /Background:  Bachelor’s degree in human services, non-profit management or business administration preferred; ten or more years related experience and/or training or equivalent combination of education and experience. MS or MBA degree preferred.   Job Knowledge:   Must have current knowledge of financial oversight and procedures.  Fluent understanding of Human and Social Services field and executive management.  Must pay careful attention to demographic trends as they relate to social needs and existing and prospective programs. Must have excellent interpersonal skills both written and oral.  Must have the ability to energize and motivate others. Must be sensitive to cultural differences within the agency and community. Must be thorough, accurate and able to work with multiple deadlines effectively. Demonstrated knowledge and use of Microsoft office applications.   Other Attributes:  Must have excellent interpersonal skills both written and oral.  Must display integrity, credibility, good judgment, honesty, self-confidence, flexibility, and the ability to energize and motivate others in a similar vein.   Working Conditions/Physical Demands:  Primarily office work in a hybrid environment, however travel within the state may be required. Must be able to visually and auditory assess and interact with clients to ensure their safety and wellbeing. May lift up to 25 pounds.   Other requirements: Fingerprint clearance or ability to obtain fingerprint clearance; must maintain clearance.
